This vacancy announcement is for a Dual-Status Technician position which requires active membership in the New Jersey National Guard (uniformed military service). Official appointment is not effective until membership within the New Jersey National Guard is confirmed by the gaining Human Resources Office.

Duties

Help

As an SUPV IT SPECIALIST (INFOSEC), GS-2210-13/14, you will:

  • Exercise supervisory personnel management responsibilities
  • Manage Cyberspace Operations mission committments, programs, and projects impacting personnel, software and services
  • Maintain visibility of problem areas, decide best course of action to provide capabilities and meet objectives
  • Identify and prioritize funding and personnel resource needs and execute current year financial programs
  • Review incoming tasking orders, plans, or requests for forces and prepares summaries for higher headquarters
  • Provide technical and functional expertise concerning Cyberspace Operations missions to the parent Cyberspace Operations Group, host Wing, higher headquarters, and visiting Distinguished Visitors as required
  • Advocate with higher headquarters for changes to policy, procedures, resourcing, training, and equipping in order to address current limitations or advance current capabilities
  • Perform other duties as assigned

Military Requirements

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Areas of Consideration: CAT 2

Military Grades: MAJ/ O-4 to Lt Col/ O-5

Compatible Military Assignments:
Selectee has one (1) year to obtain required AFSC
  • Participation in direct deposit is mandatory

  • Federal employment suitability as determined by a background investigation
  • Males born after 31 December 1959 must be registered for Selective Service
  • For continued employment, the selected dual status technician candidate must obtain and maintain all compatible service specific military skill requirements in training and education; and, have the required military and civilian cyberspace program certifications for the specific GS-2210 position within 24 months of hire into the dual status Technician position.
  • Applicants must obtain and maintain a Top Secret/Special Compartmented Information (TS/SCI) security clearance and Information Assurance Management Program Certification Level Technical Level II (IAT II) to qualify for considerations to hire, promote, or reassign
  • Must possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
  • Personnel in technical category positions must maintain certifications, as required by the certifying provider, to retain privileged system access. The Level One (1) certification is required prior to being authorized unsupervised privileged access.

Qualifications

General Experience:
Must have experience in the following:

  • Data processing functions
  • Understand the stages required to automate a work process
  • Work as a computer operator, computer assistant, or program analyst

Specialized Experience:
To qualify for either Supervisory IT Specialist (INFOSEC) position, the applicant must have at least 24 months of managing or directing Cyberspace Operations mission commitments, programs, and projects that impacted personnel, equipment, software and services. Experienced in performing unit leadership duties in regard to planning, scheduling, controlling, and directing all unit functions. Competent in performing analytical and evaluative duties related to the business of Cyberspace Operations. Experiences included contact and coordination with the National Guard Bureau (NGB), Air Force Space Command (AFSPC), 24th and 25th Air Forces, active duty operational units, parent Cyberspace Operations Group (COG), and/or associated joint units. Must have at least 24 months of supervisory experiences. Competent in performing the full-range of supervisory duties in regard to subordinates and managing personnel responsibilities. Skilled in advising, coaching, mentoring, and counseling employees to ensure under-standing of the Air National Guard personnel programs, policies, to include senior management procedures and directives.

Education

An undergraduate degree from an accredited college/university is mandatory. The degree must be in Computer and Information Sciences and Support Services with desired courses in Computer Engineering; Engineering Physics/Applied Physics; Industrial Engineering; Electromechanical Engineering; Electrical, Electronics and Communications; Computer Technology/Computer Systems Technology; Cyber/Electronics Operations and Warfare; Mathematics and Computer Science; Accounting and Computer Science; Computational Science; and Management Information Systems; or Mathematics. A graduate degree in Computer and Information Sciences and Support Services is optimum.
