The incumbent serves as a Program Manager (Lease) within the Corporate Planning Office (CPO) at the James A. Haley Veterans Hospital, Tampa, FL. The incumbent is responsible for providing support to complex tertiary care medical centers, large satellite outpatient clinics (OPC's), community-based outpatient clinics (CBOC's), Vet Centers, one national cemetery and numerous off-site leased locations

  • Develops both long- and short-range policies and plans for the organization by coordinating the leasing needs.
  • Prepares contract documents such as statements of work, item specifications, performance-based work statements. quality assurance surveillance plans, acquisition plans, independent government cost estimates, and trend analysis.
  • Recommends contract termination and need to exercise option years of the contract based on contract performance monitors, funds availability, and the need for continuation of services being rendered.
  • Perform various post award functions such as: verifying evidence of contractor's progress for approval of payments; ensuring that contract quality assurance standards are being met; making recommendations pertaining to contract changes to the contracting officer; monitoring contract expenditures requiring funds control; reporting on deviations from contract terms; managing a record system that includes contractor information and key contractual due dates to ensure that contractual actions are completed timely.
  • Plan, develop, and implement sound business strategies and provide program and technical advice, guidance, as well as assistance throughout the lease process.
  • Oversee the quality of contracted lease sites and services provided to the organization ensuring the contractor's compliance with contract terms and conditions as well as the value received for contract dollars expended.
  • Technical liaison between the Contracting Officer and the contractor, performs various post award functions such as: verifying evidence of contractor's progress for approval of payments.
  • Ensuring that contract quality assurance standards are being met; making recommendations pertaining to contract changes to the contracting officer; monitoring contract expenditures requiring funds control; reporting on deviations from contract terms; managing a record system that includes contractor information and key contractual due dates to ensure that contractual actions are completed timely.
  • Ensures specifications and statements or work are prepared in a manner which adequately describes the government's requirements. Member of the technical review team that conducts site surveys and market analysis for proposed sites.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/09/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Selective Placement Factor(s):
1. Analytical Skills: Capable of analyzing contractor performance and assessing compliance with contract terms.
Preferred Experience: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing professional contracting work; providing guidance in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation; prepare and develop solicitation documents such as the statements of work, evaluate proposals, perform cost/price analysis, and monitor contract compliance.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: develops both long- and short-range policies and plans for the organization by coordinating the leasing needs. Prepares contract documents such as statements of work, item specifications, performance-based work statements. quality assurance surveillance plans, acquisition plans, independent government cost estimates, and trend analysis.   • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation . OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: While much of the work is accomplished in an office environment, there is a considerable amount of walking, stooping, bending, kneeling, climbing, and stretching required during site visits, inspections, and maintenance checks. Individual may be required to perform inspections in attics where only trusses are available to stand on and on rooftops in hazardous areas where air handlers and other mechanical equipment is located.
