Summary

This position is located in the Office of Ship Disposal Programs, Office of the Deputy Associate Administrator for Federal Sealift, Maritime Administration (MARAD).

This position is responsible for supervising the disposal of obsolete, non-retention National Defense Reserve Fleet (NDRF) and surplus Federal merchant-type vessels. The employee serves as the principal advisor on ship disposal-related topics and develops, introduces, and sustains program management methodologies.

Duties

Help

The Ship Disposal Program Manager:

  • Develops, administers and manages the Ship Disposal Program's ship recycling solicitations in conjunction with the Office of Acquisitions, the Office of the Environment, and the Office of Chief Counsel.
  • Supports the execution of projects in accordance with sound program management principles.
  • Oversees project planning, implementation, and execution of effective program management techniques for all assigned projects.
  • Directs the activities of the Ship Disposal Program and actively interfaces with other federal offices and the ship recycling industry, regarding entry, storage, mooring, custody, departure, and disposal of surplus vessels.
  • Leads the NDRF “Tiger Team” in performance of vessel inspections, audits, and surveys for the entry of obsolete, custodial, and surplus vessels into MARAD reserve fleet anchorages.

The ideal candidate possesses professional knowledge of principles, concepts, research sources, methodology, and techniques sufficient to provide expert advice, interpretation, and guidance on merchant ship disposal and maritime rules and regulations.

CONDITIONS OF EMPLOYMENT:

  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.


To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience utilizing program management techniques and methodologies in the oversight of projects (I.E. Scheduling vessel dismantlement, recycling, and equipment harvesting) assigned, and overseeing project planning, implementation, and execution.
  • Experience conducting surveys and inspections of ship dismantling/recycling, shipyard, and other marine industry contractors and facilities to determine capability as it relates to pre-qualification programs, capability/capacity, and abilities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Technical Competence - Utilizes proven project management methodologies in the development and implementation of projects assigned while supporting stakeholders in the execution of their projects in accordance with sound program management principles.
  • Written/Oral Communication - Writes in a clear, concise, organized, and convincing manner for all intended audiences at all levels of government, industry and the general population in a wide variety of formats (e.g., briefing papers, agency directives, etc.). Expresses information, ideas or facts to individuals or groups effectively, taking into account the audience and nature of the information (e.g. technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Research - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
  • Manages Human Resources - Plans, distributes, and monitors work assignments; evaluates work performance and provides feedback to others on their performance.
