Help

Major duties include, but are not limited to:

  • Providing access related consultative services to the VAMC, VISN and National leadership.
  • Work with National Program Office, in collaboration with VAMC Service Lines, to review and develop national guidance and policies that will facilitate standardized processes.
  • Review and provide input on nationally issued regulations and policies.
  • Collaborate with staff from other facilities to work on national project groups to review and develop national and VISN level policies, procedures, systems, and business or access analysis initiatives.
  • Review and evaluate local processes and procedures to determine areas of effectiveness, efficiency and improvement for proposal through GPM Community of Practice and national Steering Committee
  • Exercises full supervisory line authority, which requires performance of a broad range of duties such as selecting, retaining and promoting staff, assigning, directing and reviewing work, establishing performance standards, reporting requirements, performance management; leave administration, resolving staff complaints and grievances, investigating instances of misconduct and initiating disciplinary and adverse actions, and identifying staff training and development needs.
  • Incorporate Lean management, system redesign, and process improvement based upon knowledge ofVHA's and local MyVA organizational philosophy, policies and management principles.
  • Work independently with medical leadership and personnel at the VAMC, CBOCs, and other facilities toimplement national and VISN standards, and address administrative process/system issues and other areas of concern.
  • Recommends and coordinates with the facility manager on facility improvements including construction,renovation, space utilization and purchase of equipment.
  • Develop both long and short-term policies and plans for the Medical Center
  • Work closely with medical leadership and personnel at the VAMC, CBOCs, and other facilities to formulate budget recommendations for all outpatient clinical services.
  • Ensure effective use of office staff and recommend needed changes to enhance central support services.
  • Assist and/or support clinical and administrative leads in implementing actions designed to improve operations.
  • Performs other related duties as assigned.

Work Schedule: Monday - Friday, 8:00a.m. - 4:30p.m.

  • Undergraduate or graduate education in a major field of study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (MUST UPLOAD TRANSCRIPTS)
OR,
  • Specialized experience in Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR,
  • Successful completion of an agency-sponsored on-the-job training program, it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: 1) Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; 2) Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and 3) oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

In addition to meeting both the IOR, you may qualify based on your specialized experience as described below:

GRADE DETERMINATION (GS-13)
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive experience in health care service administration; continuous quality improvement; data analysis; planning, administration, and other key administrative support functions; analyzing and evaluating broad and complex problems, applying extensive qualitative and/or quantitative methods for program improvement and making recommendations for complicated solutions; and experience that gained expert knowledge of health care principles, theories and practices including budgeting, planning, administration, administrative laws, policies, regulations, precedents governing the facility's healthcare programs, and labor/union relationships.

There is no educational substitution for the GS-13 level.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:.
  1. Missions, organizations, programs, and requirements of health care delivery systems;
  2. Regulations and standards of various regulatory and credentialing groups; and
  3. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicant is skilled to plan, organize, and direct team study work and to negotiate effectively with the ELT and service chiefs; and have substantial effect on the organization and projects managed..

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
