The VISN CLO possesses a thorough knowledge of all facets of logistics including requirements determination, acquisition, materiel management, performance measurement, quality management and continuous process improvement, inventory and warehouse management, transportation, etc. He/she is responsible for direction of the VISN supply chain, to include budget execution for logistical programs, and must understand the role of logistics in facility and VISN financial, business, capital asset management, clinical, and administrative operations. The CLO must also be extremely astute regarding the interactions between the following: each of heir VISN facility's logistics operations, SAO and VISN Acquisition Organizations. VISN logistics activities, other VISNs and their facilities, supported VACO, VBA and NCA activities in their area, and both VA and VHA Central Offices in Washington DC. The CLO is the VISN's expert familiar with the latest developments in other government, commercial and non-profit medical logistics and supply chain support.

Duties include, but may not be limited to the following:

  • Identifying specific requirements for money, manpower, material, facilities, and services needed to support the program and correlating those requirements with program plans to assure that the needed support is provided at the right time and place.
  • Requires (1) knowledge of agency program planning, funding, and management information systems, (2) broad knowledge of the organization and functions of activities involved in providing logistical support, and (3) ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time.
  • Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment. inventory management, warehouse operations, transportation, and distribution.
  • Provides oversight, guidance, program management and leadership in the operations of their V/SN and its facilities, their supported activities and all aspects of acquisition and logistics at the VISN.
  • Standardization of business processes, establishing performance measures and managing the supply chain through analysis and action as a result of established metrics, quality assurance/ compliance, operating practices, and reporting within the VISN and its facilities.
  • Accountable to the Network Director (SES), and the Chief -Procurement & Logistics Officer (SES) and Deputy for Logistics (SES), and Executive Director OAL&C (SES) for all VISN logistics activities and will ensure compliance with logistics regulations, directives and standard operating procedures.
  • Coordinates communication within the logistics community (within their network, between networks, and between agencies).
  • Advises the Network Director and senior network/facility executives and staff on matters related to key aspects of logistics operations and systems.
  • Oversees and manages strategic planning, auditing, and quality assurance as well as program compliance and oversight of a variety of activities designed to enhance the mission of the affected VISN and its facilities.
  • Responsible for identification of all activities that will be involved in providing the needed logistics support, to include capital asset planning, strategic sourcing of commodities such as clinical supplies, maintenance supplies and services, subsistence, medical gases, and provision of durable medical equipment and services for inpatient and home care.

Work Schedule: Monday - Friday 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/07/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of all facets of logistics including requirements determination, acquisition, material management, performance measurement, quality management and continuous process improvement, inventory and warehouse management, transportation, etc. He/she is responsible for direction of the VISN supply chain, to include budget execution for logistical programs, and must understand the role of logistics in facility and VISN financial, business, capital asset management, clinical, and administrative operations..

Preferred Experience: VISN 6 Station-based Supply Chain Management Chiefs

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The CLO is required to participate on Facility Internal Reviews (FIR), Network External Reviews (NER), and external auditor site visits. These reviews include a review work areas including warehouse, supply areas that require personal protective equipment such as OR and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Between periods of inspection, the VISN CLO is required to ensure maintenance of safe environments in all supported Medical Center Logistics Departments through continuous review of work areas and work practices.
As members of Construction IPTs and leaders of construction activation teams, the VISN CLO will often be required to participate in construction site visits, which involves long periods of standing, walking over rough, uneven, or rocky surfaces, and requires the use of protective equipment.
The VISN CLO will also be required to participate in, or conduct intensive negotiations for four hours or longer without rest periods. This may occur in conjunction with the Contracting Officer for contract negotiations, or in budget negotiation meetings.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
