Duties

Help

This position is located in Phoenix, Arizona with the SMM. The primary purpose of this position is to serve as a second-level supervisor and technical authority over two or more Army National Guard (ARNG) surface maintenance facilities, e.g., Combined Support Maintenance Shop (CSMS), Maneuver Area Training Equipment Site (MATES), Unit Training Equipment Site (UTES), and/ or Field Maintenance Shop (FMS). Work requires comprehensive knowledge of the principles, concepts, and practices involving ARNG surface maintenance facilities, equipment, and services. In the absence of an officially established and filled position, may also serve as the Deputy to the Surface Maintenance Manager. The highest level of basic non-supervisory work directed is comparable to GS-09.

  • ARIZONA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by the SMM.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain an unrestricted, not excluding glasses, state and military driver's license.
  • Incumbent must possess or be able to maintain the appropriate security clearance of the position.
  • Irregular (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Incumbent must be able to gain and maintain access to the AZ-ARNG network (NIPR) and all applicable sites and systems necessary to perform duties.

Qualifications

Military Grades: W-3/CW3 to W-4/CW4

Compatible Military Assignments: Possess 91 Series MOS

SPECIALIZED EXPERIENCE: Must possess 36 months specialized experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

1. Comprehensive knowledge to review position descriptions and develop performance standards. Ability to develop, direct, and evaluate the work and performance of subordinate supervisors and employees

2. Comprehensive knowledge of principles, concepts, and practices involving the ARNG Surface Maintenance facilities, manpower, equipment, and services. Ability to use current automation to monitor and analyze if established ratios for direct and indirect labor are maintained, competencies for achieving production goals are assessed, and workflow in the facilities attain established efficiency and backlog goals.

3. Comprehensive knowledge to in the oversight of the quality assurance program for assigned surface maintenance facilities to ensure production goals as established are attained. Ability to monitor maintenance activities for utilization, turn-around-time, funds expenditures, stock management, and manpower utilization to meet those goals.

4. Ability to plan and execute ongoing surface maintenance facility visits throughout the state to evaluate efficient operations, provide assistance with workflow operations, resolve problems with supported units, and promote compliance in accordance with current regulations and policies.

5. Ability to conduct periodic inspections of maintenance activities to determine adequacy of work, storage; and to support current density and type of equipment supported and personnel employed. Ensures the State Maintenance Support Plan (SMSP) is reviewed and updated to reflect the most current data and inspections are recorded accurately for Installation Status Reporting - Infrastructure (ISR-I).

6. Comprehensive knowledge to manage the safety and occupational health program for the maintenance facilities and operations including instruction in safety operating procedures, comprehension of governing policies, investigation of all accidents/incidents and determining corrective action to ensure procedures are implemented to prevent future problems.

7. Ability and knowledge to analyze the needs, develop requirements, and coordinate recommendations to ensure surface maintenance facilities possess, maintain, and properly account for expendable, non-expendable, and durable property. Knowledge of full scope of requisition process and ability to review flow of materials and supplies required to support maintenance activities effectively.

8. Able to communicate effectively to develop performance standards, advise and counsel subordinate supervisors or staff, make or resolve decisions on work problems, and interview candidates for appointment, promotion or reassignment.
