This position is part of the 147th Attack Wing and is located at Ellington Field JRB, Houston, Texas. Its purpose is to analyze and coordinate Base Services functions in support of federal, state, and local missions. The incumbent serves as a point-of-contact for Services-related programs, missions, functions, activities, and events for the wing and its assigned geographically separated units (GSU).

Duties

Help

As a BASE SERVICES SPECIALIST with the Texas Air National Guard, your duties will include, but will not be limited to:

  • Ensures Sustainment Services personnel and equipment mobility requirements are accomplished. Coordinates directly with squadron Unit Deployment Manager to ensure all readiness and ancillary requirements are complete. Provides oversight, analysis, and review of Services training requirements; consistent with Career Field Education and Training Plan (CFETP) and master training plan standards. Reviews Air Reserve Component Network (ARCNet), Career Field Education and Training Plan (CFETP) in My Training, and/or other locally developed databases to verify required updates and training documentation is complete for each unit member. Collaborates with Unit Training and Deployment Managers to identify, schedule, conduct, and document Services specific training and align priorities with wing requirements to ensure all objectives are fulfilled. Identifies and forecasts Services formal training needs and provides related financial data for inclusion in financial plan.
  • Maintains thorough understanding of readiness reporting requirements and provides documentation of relevant sustainment services training statistics to applicable monitors for inclusion in associated reports. Systems include Deliberate and Crisis Action Planning Execution Segments (DCAPES), Air Expeditionary Force Reporting Tool (ART), and Defense Readiness Reporting System (DRRS). Ensures personnel and equipment readiness standards are achieved through development and implementation of home station training programs.
  • Analyzes historical data to develop subsistence requisitions in accordance with Air Force and Air National Guard standards. Submits approved requisitions through Subsistence Total Order Requisition Electronic System (STORES) web based application. Contacts Prime Vendor, Defense Logistics Agency, and Defense Finance and Accounting Service representatives to coordinate changes in requirements, modify subsistence catalogue, and correct errors or deficiencies related to food service program. Administers tracking mechanism to document purchase requests and expenditures. Reviews subsistence and supply expenditures and analyzes trends to provide recommendations to Base Services Manager for inclusion in annual financial planning documents.
  • Provides input into creation and revision of base lodging operating instruction and applicable checklists or guides. Coordinates with contracting officer to establish formal contracts or Blanket Purchase Agreements with local hotels or with host installation agencies to support non-commuting members. Accepts, coordinates, and tracks reservations consistent with wing policy and in accordance with Blanket Purchase Agreement stipulations and fiscal standards.
  • Serves as the subject matter expert for the base Mortuary Affairs Program. Coordinates local mortuary affairs program requirements with Active Duty base covering area of responsibility for inclusion in support agreement and/or memorandums of understanding. Provides relevant support documentation to Air Force and/or Air National Guard mortuary program manager for inclusion in mortuary case file or records. Prepares, provides, and tracks survivor assistance program training to wing leadership. Provides just in time training associated with mortuary requirements as needed. Functions as point of contact responsible for the staff, equipment, and management of honor guard program. Confirms timely and accurate reporting is accomplished within Military Funeral Honors database. Prepares and coordinates mortuary worksheet with Casualty Affairs Representative and National Guard Bureau.
  • Oversees the verification of contract requirements, invoicing, and validation of contract completion requirements. Serves as the Quality Assurance Evaluator (QAE) performing quality management, quality assurance and quality control measures to include external and internal audit activities particularly associated with the acquisition and sustainment of Services facilities and equipment repair. Supervises small contract teams, remaining independent when exercising Contract QAE role. Manages the development and the coordination of the QAE program. Establishes effective follow up mechanisms for tracking subsequent action items.
  • Oversees the development, management, and implementation of a variety of safety programs to ensure regulatory compliance as mandated by federal, state, and local agencies including Air Force, Occupational Safety and Health Administration (OSHA), and United States Department of Agriculture (USDA). Oversees the management, implementation and coordination of the Services safety program to reduce or eliminate occupational injuries, illnesses, deaths, and financial losses; develops accident-prevention and loss-control systems and programs for incorporation into operational policies of the Air National Guard.
  • Performs other duties as assigned.

Appointment Factor(s): This is an excepted service position that requires active membership in a compatible military assignment in the Texas Air National Guard and wear of the military uniform.

  • All current members of the Texas Army/Air National Guard.

Specialized Experience Required:

To qualify at the GS-09 grade level, your resume must include relevant experience with beginning and ending dates of employment/experience reflecting:

At least 1-year specialized experience, education or training equivalent to at least the next lower grade level (GS-07) or pay band in the federal service, or equivalent experience in the private or public sector with experience providing technical guidance and assistance in the type of work or in comparable work of Base Services Specialist. Must have thorough knowledge and understanding of administrative procedures and practice of management. Experience developing administrative procedures. Must have comprehensive knowledge of food service, lodging, mortuary affairs, and unit training requirements; skill in applying data analysis and planning techniques to ensure adequate mission support. Knowledge must incorporate principles, concepts, and methodologies in the assessment and prioritization of requirements to successfully complete assigned and/or self-directed tasks. Incumbent must consider variables to include cost, personnel qualifications, and equipment availability with regard to the direct impact on strategic development of solutions. Knowledge must include the ability to appropriately interpret management procedures and independently research regulations and policies to resolve questions and effectively accomplish tasks. Ability to effectively review and convert divergent information into comprehensive local continuity programs and ensure the continuous improvement and updates to processes while providing key inputs to leadership for development of policy as pertains to implementation of programs. Knowledge and understanding of a multitude of other Services Programs including Prime Readiness in Base Services (RIBS), Morale Welfare and Recreation, Honor Guard program to formulate intelligent feedback to leadership in the identification and execution of available resources. Incumbent must use knowledge and flexibility in devising solution-based proposals to influence courses of action with consideration to cost, personnel qualifications, equipment condition and availability, and other variable factors. Knowledge and skill in applying professional military communication, both written and verbal, at all organizational levels, utilizing diverse platforms. Knowledge of regulations, guidance, and standards and appropriate application to required communication formats. Incumbent must be competent in the utilization of multiple computer software programs to effectively communicate on status of assigned programs to all organizational levels. Knowledge of management and organizational techniques, systems, and procedures to publish guidance, manuals, directives, and operating instructions for base level and field level Services operations. Practical knowledge and understanding of resource management principles in meeting mission readiness requirements. Knowledge and application of evaluative techniques based on current and historical trends to develop recommendations for the resource advisor regarding allocation of personnel, equipment, and funding. Knowledge of regulations and policies as it affects program use and status of resources to provide incisive advisement to leadership and facilitate mission accomplishment. Incumbent must understand mission requirements and be able to independently research mandatory sources of supply to prepare estimates on procurement of equipment, supplies, and subsistence for evaluation and financial planning purposes by the resource advisor.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level GS-09, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
