U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. Territory for three (3) or more continuous years immediately preceding the start of Federal affiliation.
Provides technical financial, budget and/or accounting support by accumulating, processing, compilation and consolidation of financial data in support of IMWRF analysts.
Assists with the conduct of review and analysis of operating programs, ensuring conformance with policy and resource utilization.
Participates in surprise cash count visits and sampling of methods and procedures; participates in internal control inspections on a random, periodic basis.
Identifies problems with document flow, e.g. daily activity reports, petty cash, transfer between accounts, etc.
Provides assistance with formal reports for submission to Division Chiefs, recommending changes to procedures and practices covering all functional areas. Performs other duties as assigned.

Qualifications
1. Must have semi-independent work experience equivalent in difficulty and complexity to the next lower grade level.
Next lower grade work experience includes:
Verifies customer eligibility, reviews and verifies applications for completeness and accuracy of information.
Receives payment and provides change for service fees.
Accurately maintains change funds.
Maintains all automation requirements associated with special events.
Updates customer files with new information.
Verifies all customer data transactions for accuracy.
Provides guidance to questions regarding changes/updates of assigned programs.
Maintains office-filing system, assists with funds control, data entry and credit card processing at various events.
Reviews validity of application and maximum distribution of forms.
Performs functions as cashier fills in for slot/amusement machine drops and assists in the collection of dishonored checks as required.
Stays current with changes to regulations, policies and programs.
2. Ability to organize and communicate through written correspondence and oral communication.
3. Working knowledge of principles, practices and methods of budget formulation.
4. Ability to type and operate a personal computer.
5. Knowledge of operation and functions of personal computers to provide problem solving resolution and service to users.
Highly Preferred: Candidates that possess the highly preferred criteria below and meet the minimum qualifications above will be referred to the hiring manager first. Criteria is verified within the application package.
1. Knowledge of Nonappropriated Fund practices, regulations, and guidance materials and NAF Small Purchases.
2. Possess at least 2 years of experience working with Family and Morale, Welfare and Recreation (FMWR).
3. Possess experience with transfers between accounts.
4. Possess a working knowledge of NAF and APF funding.

PCS Costs
Payment Permanent Change of Station (PCS) costs MAY be paid for a superior candidate in accordance with the limits outlined in the JTR, based on a determination that a PCS move is in the Government's interest.
Pay-Band (NF or CY) Allowances and Differentials
This is a pay-banded position.
Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
Incentives may be paid but are not guaranteed.
Up to 25% Recruitment or Relocation incentive may be paid (service agreement required). Recruitment incentives are applicable to newly hired/reinstated (i.e., reinstated or re-employed after a break in service of at least 1 year). Relocation incentives are applicable to current NAF employees who have accepted a Regular Full-Time (RFT) in a different geographical location, no break in service.
Non-Foreign Overseas Allowances
Non-foreign overseas allowances COLA, and differentials will be paid (contingent upon eligibility).
