  • Receives, analyzes, and processes requests for Prosthetic and Sensory Aids Service equipment and services
  • Identifies and selects national CMS/ Health Care Procedural Coding System (HCPCS) codes and ensuring they are entered for every item purchased and/or billed to ensure proper reporting
  • Authorizes and prepares purchase orders and reconciliations
  • Works with clinical staff to determine items to stock and appropriate order levels
  • Issues inventory and notates issuance on consult and decrements the issue in the Generic Inventory Package
  • Ensures that Veterans receive appropriate evaluations from clinical services for equipment, devices, and services that are requested
  • Interacts with Veterans and caregivers in-person and on the telephone to assist with Prosthetic and Sensory Aids Service related needs and concerns
  • Trains employees
  • Assists in developing local organizational policies and procedures consistent with national policies and procedures
  • Assists in developing Statement of Work for service contracts
  • Monitors contracts for compliance to statement of work
  • Establishes long and short-term program goals
  • Responds to a variety of correspondence and phone calls related to questions about program benefits and issues
  • Participates in VAMC committees, work groups, teams
  • Provides technical guidance concerning equipment, installation, services, rentals, and benefits to beneficiaries and other health care workers
  • Proactive in meeting workload demands and adjusting priorities
  • Implements new initiatives and national guidelines
  • Monitors program quality assurance
  • Analyzes, reviews, and evaluates the results of various monitors and databases
  • Confers with contractors and other health care workers
  • Assists with budget estimates
  • Assists in helping to develop cost containment measures
  • Manages specialty programs which include clothing allowance, Home 02, AAE, HISA
  • Reviews and documents in medical records actions taken on procurements and benefits
  • Conducts home and vendor visits
  • Familiar with Joint Commission Standards of Care & ensures PSAS is meeting the Joint Commission Standards of Care
  • Schedules patients for clinics including orthotic and prosthetic clinical services and provides necessary documentation
  • Participates in team discussions
  • Assists in preparing minutes and/or correspondence to Veterans, health care officials
  • Serves as technical advisor and subject matter expert for Prosthetic and Sensory Aids Service

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

GS-11 Prosthetic Representative (Full Performance Level)

  • Experience. In addition to the basic requirements, one year of creditable experience equivalent to the GS-9 grade level, that is directly related to the position to be filled.
  • Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
    • Ability to work independently to set priorities; delegate tasks; meet multiple deadlines; analyze organizational problems; and develop and implement effective solutions to optimize quality, efficiency, performance, and productivity.
    • Ability to work with a team, to provide technical guidance, plan, organize, and coordinate activities to effectively complete job duties of assignment, such as distributing workload; and monitoring the accuracy, status and progress of work.
    • Ability to communicate tactfully and effectively, both orally and in writing, to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels.
    • Ability to assist in staff development, outcome management, and strategic planning.
    • Ability to act as liaison between staff to resolve informal employee complaints and concerns.
    • Knowledge of rehabilitative treatment goals and strategies that are unique to patients in specialized programs and knowledge of those specific program requirements.
GS-12 Prosthetic Representative (Assistant Chief)
  • Experience. At least one year of experience equivalent to the GS-11 grade level.
  • Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
    • Ability to perform the full range of supervisory duties, including responsibility for assignment of work to be performed; assessment of competencies; evaluation of performance; selection of staff; and recommendation of awards, advancements, and disciplinary actions.
    • Ability to analyze data and make recommendations to optimize quality, efficiency, performance, and productivity within the service.
    • Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics.
    • Knowledge of compliance and regulatory accrediting organizations.
    • Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs, and administer an allocated budget.

The full performance level of this vacancy is GS12. The actual grade at which an applicant may be selected for this vacancy is in the range of GS11 to GS12.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
