Duties

Help

As a IT Specialist (DATAMGT), GS-2210-14, your typical work assignments may include the following:

  • Supervises, directs, and establishes policies, procedures, and operational requirements for overall effectiveness and efficiency.
  • Collaborates with organizational partners to identify and categorize data sources based on their records statutes, hosting environments, data types, and other applicable metadata.
  • Updates information on a regular basis through independent research, ongoing collaborations, and where applicable, automated means.
  • Establishes and maintains a central repository of data sources to inform senior EOP leadership and NARA of expected and actual data transfers as a part of presidential transition.
  • Establishes and maintains centralized repository of program artifacts, accessible directly by EOP leadership through a self-service portal.
  • Serves as the primary point of contact and decision-maker for technology matters and work prioritization between EOP leadership, contract technology implementation teams, NARA, and additional external partners.
  • Serves as independent verification and validation resource for technology implementation teams to ensure compliance with government requirements and standards.
  • Serves, as required, on technical evaluation boards for contract review and award processes, and serves as a Contracting Officer's Representative on one or more contracts.
  • Prepares and delivers written and verbal presentations to peers, subordinates, and leadership at various levels of the organization.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for IT Specialist (DATAMGT), GS-2210-14.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to: 1) Developing and delivering oral and written communications regarding IT policies and programs. 2) Developing and delivering written presentations using graphs, tables, dashboard views, and supporting textual content. 3) Researching, interpreting, and applying laws and policies regarding NARA. AND 4) Collaborating with other Information Technology (IT) leaders to centralize, correlate, and validate information pertaining to data sources.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
