Summary

This position is assigned to Recreation Programs; CNIC Millington, TN. Incumbent is responsible for supporting the Fleet Readiness Recreation Division, and provides support to the CNIC Head Quarters (HQ) staff, Military Ticket Program (MTP), N922 Program Manager, and N92 Recreation Division by providing analytical support to advance the technology capabilities, analysis, implementation, and maintenance of the Fleet Readiness programs, CNIC Recreation and MTP system support service providers.

Duties include but are not limited to:

  • Prepares, conducts and assists with a wide variety of reporting requirements, including performance metrics tracking of Navy-wide Morale, Welfare and Recreation (MWR) programs.
  • Prepares and assists with MWR program performance dashboards. Develops key performance indicators (KPIs) with program managers and works with contractors in multiple phases of development, program managers with the deployment of systems queries using analytics software to support program managers.
  • Coordinates with Regional offices and installations to provide program support, technical guidance, and data file updates for super users and operators of N92 data management systems (e.g., the MTP Data Filing System (CVS Files)); RecTrac, and other ticket entry or delivery software programs implemented by CNIC HQ.
  • Prepares and conducts analysis on program and financial data. Collects, reviews, and prepares reports for Technology Manager, Community Recreation Program Manager, MTP Program Manager, CNIC reports and data calls. This includes development of reporting templates, verification of data accuracy, and analysis of data received.
  • Prepares and manages projects for new program software. Gathers and documents requirements using various methods. Works with other branches of FFR to ensure the successful delivery of the new technology initiatives.
  • Ensures existing program policies and procedures are adhered to or updated during the development of all technology initiatives.
  • Assists with integration of system upgrades, and performs data clean-up and preventive maintenance, recommends preventative measures when warranted, coordinates end of year processes, and rates maintenance. Produce monthly, quarterly and year end reports for regional and site managers as required for CNIC MTP specific software systems.
  • Responsible for server-side web application logic and integration of the work provided to CNIC by front-end developers.
  • Connects N92 operations to data management by coordinating and providing a variety of program and analysis functions and general administrative management support. This includes data analysis, reporting, development, maintenance, administrative support, and communications.
  • Coordinates decisions with FFR branches and communicates with both internal and external customers. Prepares documentation supporting decisions made and training manuals when necessary.
  • Provides logistical and departmental support for the management of assigned programs.
  • Assists management in analyzing and evaluating the effectiveness of Recreation programs or operations in meeting established goals and objectives.
  • Partners with other functional areas (i.e. Information Technology (IT), Finance, Contracting, Marketing) and divisions (i.e. N91, N94) to determine segregation of duties/responsibilities and oversees transitions to updated capabilities. Partners with IT to successfully test and deploy technology solutions.
  • Prepares documentation to communicate with all levels of the organization to support standardization initiatives.
  • Performs user acceptance testing of reports, queries, visualizations and other analytic data representations to ensure data integrity, performance and usability.
  • Assists with MTP or vendor contracts when required. Assists with input of contract and vendor information. Creates event codes for the MTP website. Verifies inventory.
  • Provides beginner and advanced analytics system training to super-users, business information owners and end users.
  • Conducts training for colleagues as required.

Qualifications

A qualified candidate must possess the following:

  • 3 or more years of specialized experience providing analytical support for Fleet and Family Readiness programs, recreational programs, ticketing programs, or other similar non Department of Defense (DoD) programs.
A qualified candidate also possesses the following:
  • Knowledge of Fleet Readiness accounting and programs.
  • Ability to demonstrate administrative management principles/techniques to provide administrative support.
  • Knowledge of computer applications, software and web-based programs.
  • Knowledge of Microsoft Suite programs (including Word, PowerPoint, Excel and Access) is required.
  • Knowledge of web-based applications such as Systems, Applications and Products (SAP) or other related accounting systems and software tools, is preferred.
  • Knowledge of software development project lifecycles and ability to understand proper design concepts for user interfaces and user experience as it relates to the development or configuration of software systems, is preferred.
  • Ability to manage competing priorities under strict deadlines, while maintaining a high level of attention to detail.
  • Ability to work as a team member or individual and work effectively with various levels of management activity employees.
  • Ability to demonstrate initiative and organizational and administrative skills, sufficient to organize and coordinate thorough, systematic, professional efforts to meet the more complex planning needs and unanticipated requirements.
  • Ability to perform analyst duties and possess knowledge to apply a wide range of qualitative and quantitative measures and indicators for the assessment, restructuring and improvement of complex operations.
  • Knowledge and skill to support good management and business principles, concepts and techniques.
  • Ability to independently plan, develop, prioritize, and manage continuing projects, operations and programs.
  • Knowledge of program policies and regulations covering all areas of applicable administrative operations and procedures.
  • Ability to interpret complex instructions, directives, and correspondence and apply them to specific situations.
  • Knowledge of non-appropriated and appropriated fund financial management to include budgeting, cost and profitability analysis, internal controls, inventory management, procurement, and facility management.
  • Ability to communicate effectively both orally and in writing and to make presentations to effectively represent the organization on pertinent issues.
