Summary

The incumbent is expected to accomplish duties related to stocking, delivering, inventory, inspections, assembling ward orders, prescription assembly, controlled substances distribution, sterile compounding (including hazardous drugs), unit-dose drug packaging, dispensing, distribution, and any other function related to pharmaceutical practices. Incumbent performs all duties under the supervision and is expected to acquire and maintain a high degree of accurate productivity and performance.

Total Rewards of a Allied Health Professional

This position is for a certified pharmacy technician above the full performance level GS-7 at the Martinsburg VA Medical Center. Pharmacy technicians at this grade level are nationally certified by PTCB or ExCPT and can work autonomously, using independent judgement to perform a full range of duties. Pharmacy technicians above the full performance level can mentor and train lower grade technicians in the practice setting. The employee will assist the pharmacist in providing optimal care and timely service in accordance with the mission, vision, and goals of the Martinsburg VA Medical Center and Pharmacy.

Inpatient Pharmacy Activities

1.Sterile Product Compounding

  • Follow USP 797/800 Guidelines for the compounding of all sterile preparations, including ophthalmic, cardioplegic, TPN, hazardous, large & small volume IV solutions, PCAs, etc. Manufactures uncomplicated and/or complicated parenteral admixtures to be delivered in the form of large volume, small volume, infusion syringe or other as required.
  • Correctly interprets physician orders, selects, and measures appropriate ingredients, mixes ingredients in a safe and effective manner, inspects the final product for accuracy, suitability, and elegance, labels the product, maintains records of the manufacturing process, and supplies the product for pharmacist verification and delivery.
  • Uses standard protocols to determine an accurate expiration date for each batch prepared.
  • Consistently displays competence with good manufacturing practices and sterile technique through demonstration and/or actual work performance.
  • Follows proper aseptic preparation techniques when compounding sterile products.
  • Appropriately maintains all quality assurance records in accordance with regulatory requirements.
Unit Dose Medication Management
  • Performs review of medications prepared by another pharmacy employee to be dispensed to hospital areas.
  • Inventories and replenishes emergency trays.
  • Operates and maintains automated dispensing unit dose systems.
  • Inspects packaged items for accuracy and suitability before submitting for final check, prior to distribution to hospital areas.
  • Assures repackaged dosage forms are labeled according to USP and VA standards and attains a final review by a pharmacist.
  • Maintains repackaging records that assures all regulatory and review standards are met.
  • Trouble-shoots minor mechanical problems of all automated systems as they occur and coordinates resolution of more involved mechanical or software problems with Supervisor, vendor help desk, ADPAC, etc. as appropriate.
  • Responsible daily for filling and delivering the unit dose medication carts to the assigned wards and the Community Living Care units.
Automatic Replenishment/Ward Stock
  • Correctly inventories, assesses, and determines the need for floor stock and external medication.
  • Follows established policies and procedures, schedules, inventory levels, and usage rate reports to determine appropriate stock levels for specific areas of use.
  • Accurately fills prescription items for wards using Automatic Replenishment reports.
  • Performs and documents an inspection of assigned hospital areas for medication storage. Removes all expired and deteriorated drugs from the automated dispensing stations, stocks shelves, and the unit dose automated dispensing systems.
  • Assures that each area that is inspected meets established standards for appropriate drug storage conditions including drug security for inspection and accreditation
Work Schedule: Rotating Tours
Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

Basic Requirements:

  1. Citizenship: You must be a citizen of the United States
  2. English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f).
  3. Education or Experience:
    1. none required
    2. For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
  4. Certification: For positions above the full performance level GS-06, the employee must pass a national certification exam and hold an active national certification through either:
    1. Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR
    2. National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements for appointment above, VA HR staff must use the following criteria to determine the appropriate grade assignment of candidates.

GS-7 Pharmacy Technician
  1. Experience: In addition to meeting the basic requirements, to qualify for the GS-07 you must possess at least 1 year of experience equivalent to the next lower grade level (GS-06). Examples include:
    • Pharmacy technicians equivalent to the full performance level GS-06 may fill orders, dispense/deliver medications using automated systems or provide technical customer service to Veterans related to prescription needs. Duties will include delivery of medications to floors/patients, filling medications for the pharmacist to review, checking for expired medications, answering phones with appropriate disposition, preparing sterile products (when applicable) and assisting with basic inventory management such as putting up stock and identifying when medications need to be ordered
  2. Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
    • Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT).
    • National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT).
  3. Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following technical KSAs:
    1. Knowledge of pharmacy technician principles, practices, concepts and theories providing for sound independent work.
    2. Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent.
    3. Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans and external customers.
    4. Ability to train developmental pharmacy technicians and students.
    5. Ability to dispense medication or sterile products following all regulations, policies and procedures to ensure safe medication distribution.
    6. Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms/databases.

The full performance level of this vacancy is GS-07.

Physical Requirements: Work is performed primarily in the inpatient pharmacy and outpatient care areas, where is a potential for exposure to communicable diseases. Such areas are adequately heated and ventilated, and safety precautions are required. In some cases, dealing with anti-neoplastic drugs may expose the incumbent to hazardous and toxic agents. The incumbent works with drugs/chemicals and must exercise precautions to avoid accidental contact to the skin, eyes, and lungs.
