Help
  • In this position, the incumbent serves as Realty Specialist for assigned direct Federal and local sponsor real estate acquisition projects for the St. Paul District Real Estate Division.
  • Responsible for the acquisition and/or the overseeing (advising and guiding) of acquisition of real property rights required for carrying out the civil works mission.
  • Types of properties acquired are varied in nature, including rural, urban, timber, mitigation, commercial, agriculture, and grazing land; family dwellings and commercial buildings, etc.
  • Title of such property is vested in one or more individuals, corporations, railroad or other companies, large rural and urban landowners, and local sponsors.
  • Incumbent oversees immediate implementation of the channel maintenance and Habitat Rehabilitation and enhancement Project (HREP) programs and associated real property acquisition.
  • Coordinates briefs to the Branch Chief regarding day-to-day acquisition activities; provides both administrative and technical expertise to team members.
  • Responsible for the direct purchase of real estate and complex acquisition of various interests therein, obtaining fee title, leases, and various types of easements.
  • Responsible for the coordination of efforts of local agencies concerning the acquisition of lands, easements, or rights-of-way required under local sponsor projects.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11:
Specialized Experience: One year of specialized experience which includes meeting three of the following : 1) Negotiate agreements related to the acquisition of real property interests such as easements, leases, permits, etc.; 2) review appraisal reports to assess project impacts on land use; 3) research ownership records; 4) coordinate with internal and external stakeholders, including federal, state, and local agencies, to facilitate property acquisition activities; and 5)maintain records of negotiations, preparing reports, and/or documenting agreements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
