As the Deputy Surface Maintenance Officer, GS-1601-12, you will:

Collaborate with the Wing Commander and other group commanders to plan, develop and implement numerous long term plans to include: the Wing Strategic Plan (mission, goals, values, objectives, etc.), the Base Master Plan (facilities), Communications/Computer Plan (infrastructure capabilities/upgrade), the Vehicle Replacement Plan, Four Year Deployment Plan, Aircraft Modification Plan, Depot Input Plan, force management and recruiting/retention plans, weapon system conversions, base supplements to tasking operational plans, operational planning for Aerospace Expeditionary Forces (AEF) participation, and others. Collaborate with the Wing Commander, other group commanders, and the HRO on major organization changes, and changes to Unit Manning Documents (UMDs) based on Logistics Composite Model (LCOM), etc. Serve as a key team member in the strategic planning process at the state and national level.

Through subordinate functional supervisors, direct and supervise staff and production functions affecting very complex high performance aircraft with a wide variety of high cost, sophisticated systems, controlling approximately two thirds of base dollars. Direct a group work force of up to 324 skilled technicians and traditional guard members, including a variety of staff, administrative, trades and crafts occupations. Determine goals and objectives for the Maintenance Group. Review, accept, amend or reject work which has been accomplished by subordinate supervisors and organizations. Give advice, counsel, and instruction to supervisors and subordinate employees on both general policy and administrative matters. Consult with subordinate supervisors and training specialists on training needs. Provide for employee development and training to ensure all assigned personnel and organizational entities are fully capable of performing their wartime tasking. Make decisions on work problems presented by subordinate supervisors. Establish and develop performance standards. Evaluate subordinate supervisors and review evaluations made by subordinate supervisors. Make and approve selections for subordinate positions. Hear and resolve group grievances and serious employee complaints. Review serious disciplinary cases and problems involving subordinate employees and determine required action. Ensure efficient position management is practiced and subordinate position descriptions are accurate. Approve/disapprove leave. Support equal employment opportunity and labor management relations programs. Administer and participate in an effective labor relations program in compliance with regulatory and statutory guidance. Meet with and discuss issues with local and national labor organization representatives as well as representatives of the Federal Labor Relations Authority, Federal Services Impasses Panel, or the Office of Personnel Management when appropriate. As required, serve as a unit management negotiating team member, providing vital input to the formulation of management's negotiation strategy and proposals. Provide resources to participate in the Department of Defense Wage Fixing Authority (DODWFA) wage surveys.

Plan, organize, schedule, control, and direct all unit aircraft maintenance resources to meet mission requirements. Direct programs to ensure mission accomplishment and the optimum use of resources. Direct the effective use of flying hours and training events in conjunction with the Operations Group Commander to ensure the Wing can meet contingency and wartime tasking of the aviation element, as well as the Expeditionary Combat Support (ECS). Manage aircraft maintenance activities through subordinate supervisors. Ensure resources such as facilities, manpower, equipment, communications, technical data, tools, and parts are adequate to meet the unit peacetime and wartime mission. Support audit programs within the group. Initiate a formal mentoring program for subordinate enlisted and officer members. Ensure a standardized formal mentoring program is established and tracked through subordinate staff.

Plan, schedule, control and direct the use of all resources to assure timely, effective and complete support of mission requirements. Ensure all aircraft maintenance work meets the highest standards of airworthiness, and that attention is focused on the wartime tasking of the unit. Balance the peacetime economy, readiness, and responsiveness to wartime tasking, resources, and survivability. Support the aircraft maintenance portion of the Designed Operational Capability (DOC) statement of the unit and/or the Emergency War Orders (EWO). Serve as the primary aircraft maintenance representative on the Commander's Contingency Staff, providing guidance and suggested resolutions to a variety of complex and time sensitive situations.

General Experience: Candidate must possess experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records; experience using computer and automation systems.

Specialized Experience: Candidate must possess at least 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in designing projects or planning assignments; experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, printing design layout, etc.; experience working and serving as the contractor representative to ensure compliance with the contract scheduling and sequence of operations; experience coordinating work forces and resources and negotiating with management or clients concerning problems.

Education

Substitution of Education for Specialized Experience: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to the type of work of the position (i.e. Engineering or Industrial Technology, construction etc.)
