Help

The incumbent is responsible for integrating short, intermediate, and long-range planning that meet the changing dynamics of a medical
center complex. The service is organizationally aligned under the Associate Director.

  • The Chief of EMS serves as a full staff official to the Associate Medical Center Director and Medical Center Director of this medical center with over 40 buildings which are located on an 88-acre campus.
  • Exercise broad managerial knowledge and technical expertise within the various disciplines of the service.
  • Serves as the advisor and consultant to top management and is responsible for implementing and maintaining a high-quality efficient environmental sanitation program laundry, linen and uniform operation; and an effective waste management, integrated pest management, health aid, and recycling programs.
  • Influence decisions and actions beyond the scope of his/her normal program areas, which involve total medical center plans and policies.
  • Serves local committees and boards, including the Healthcare Operations Council, Planning and Space Committee, Safety and Health Leadership Committee, GEMS Committee, Infection Control Committee and Emergency Management Committee
  • Responsible for the comprehensive planning, direction, and coordination of the full EMS operation, as well as the evaluation of the Medical Centers Environmental Management Service programs and functions.
  • Plans and directs an operation to fully coordinate the Environmental Management Service activities
  • Develops and administers a formal, systematic internal review plan for reviewing and appraising the effectiveness of each phase of EMS activities
  • Serve as medical center's Sanitation Officer and in this capacity provides technical advice to top management. The incumbent develops standards for the handling of toxic and highly contagious bio-hazardous waste to assure the medical center complies with local, state and federal regulations.
  • As the Linen Control Officer he/she is responsible for the planning, controlling and directing of the service to include budget development, staff needs, equipment needs & utilization of all available resources.
  • Responsible for the Health Aide Program, Integrated Pest Management, Waste Management Program, Interior Design Program
  • Provides leadership and direction to promote the development and productivity of all employees supervised.
  • Evaluates performance of employees under immediate supervision and initiates appropriate action in order to reward, guide, counsel, instruct, etc.
  • Promotes an environment conducive to cooperation and integration of clinical and administrative roles leading to high productivity, customer and staff satisfaction and developing strong communication channels within programs and across internal and external programs and product lines.

Qualifications

To qualify for this position, applicants must meet all requirements by the within 30 days of the closing date of this announcement, 06/19/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: facilitating changes in plans and methodologies as needed; establishing and implementing goals, policies, and procedures ensuring that administrative and clinical programs are fully supported and that the environment is safe, clean, and aesthetically pleasing; timely, efficient and cost-effective management of environmental care programs; providing administrative oversight for all operations under your supervision, including financial planning and budget execution, fund control, equipment management, procurement, human resources management, recruitment, accreditation safety, infection control and performance evaluations. Practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment; experience in laundry and linen management and/or in interior design management; knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition; knowledge of pest management, including alternative methods of control and the selection and application of chemicals.

Physical Requirements: The work is primarily sedentary, although some occasional walking, standing, bending, and lifting may be required. Lifting of supplies and equipment in excess of 40lbs is required on an infrequent basis.
