Summary

Help

Duties of the position include, but are not limited to:

  • Performs work related to the review, monitoring, analysis, planning, and assessment of various dementia care programs. Responsible for key project activities related to the planning, grant writing, development, dissemination, and implementation of the project component. A portion of the workload directed by this position can be carried out at one or more locations that are physically removed from the medical center.
  • Responsible for budget formulation, control point management, and ethical and appropriate procurement of supplies. Incumbent is expected to know relevant fiscal procedures and be able to work effectively with Fiscal Management Service.
  • Oversees the Caring for Older Adults and Caregivers at Home (COACH) home based dementia care program, and is responsible for the overall function of the program at Durham VAHCS.
  • Responsible for establishing quality improvement projects within the program, collecting and analyzing data, and reporting to the appropriate governing bodies on a timely manner.
  • Supervises a staff of employees to accomplish the work of the specific dementia care programs and determines the assignment of staff to treatment teams.
  • Exercises supervisory authorities and responsibilities involving work assignment and review, aswell as the administrative and personnel management functions relative to the staff supervised.
  • Supervises a group of employees performing work at the GS-9/11 and GS-12 level, including Program Coordinators, Program Managers, and Program Liaison.
  • Coordinates the social work clinical services offered in programs and directs the activities of staff to maximize effectiveness, efficiency, and continuity of care. Oversees the quality control and evaluation of the professional services provided.
  • Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff. Observes workers' performance; demonstrates and conducts work performance critiques.
  • Resolves informal complaints and grievances. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.
  • Performs other related duties as assigned.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Possess a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/
  • English Language Proficiency: Social workers must be proficient in spoken and written English.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

Social Worker- Program Coordinator, GS-13

Experience/Education:
One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

In addition to the experience above, candidates must demonstrate all of the following KSAs:
  1. Skill in coordinating and implementing one or more specialty program(s), across the facility.
  2. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
  3. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
  4. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
  5. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
  6. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
  7. Knowledge of organizational structure and impact on program operations.

Physical Requirements: The work involves long periods of moving about the work unit. The work requires regular and recurring bending, lifting, stooping, stretching, lifting, and repositioning and transferring patients. .The incumbent must be a mature, sensible individual capable of working effectively in stressful situations, demonstrating cheerfulness, compassion, courtesy and concern. Must be quick and dependable in taking emergency action in using initiative to prevent accidents.

Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Social Worker must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the Social Worker or others. Social worker must be able to pass VA requirements for operation of a government vehicle.

Position requires walking throughout the clinic and/or Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrist, hands, and/or fingers.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
