Help

This position directs and coordinate administrative, operational and planning activities for local and national VA system redesign initiatives and performance measures, or monitors related to those e.g., clinic access, inpatient flow and other national performance priorities. This position includes the broad requirements and independent functioning with key duties related to medical center wide performance improvement oversight related to national, VISN and local priorities. The incumbent plays a critical role in leading the efforts to ensure the Medical Center is ready for external reviews. In order to accomplish these tasks, he/she must have a broad-based knowledge of the overall medical center organization, function, mission, vision and values.

As the Systems Redesign/PI Coordinator, administers and coordinates all aspects of the program for the facility. Primary responsibilities and coordinates all aspects of the program for the facility.

Major duties for the Health Systems Specialist include (but are not limited to):

  • Aligning the facility performance improvement/redesign plans/objectives with the VIS and national program objectives.
  • The incumbent provides oversight and guidance to key organizational improvement teams and links with facility leadership to ensure teams and activities are supported accountable.
  • The facility Quality Manager is the direct supervisor and is responsible for performance contacts and appraisals.
  • Independently handles issues related to System Redesign and is the primary liaison with the VISN for these programs including responding to Network inquiries in matters related to Advanced Clinical Access, Patient Flow and other clinical and or administrative system redesign projects.
  • Play a leadership role in ensuring VISN and national initiatives and implemented at the facility level.
  • Ensures facility is up to date on all initiatives and proactively identifies emerging areas of focus.
  • Serves as the facility representative on related Network committees and task forces.
  • Designs studies, training programs and organizational strategies related to improving access and efficiency of clinical and administrative programs.
  • Analyzes diverse aspects of health systems operations on order to identify means of improving efficiency and effectiveness as well as the use of resources.
  • Facilitates development of creative and innovative approaches and practices.
  • Serves as key play in assessing current operations and advises/develops recommendations for top management relative to new policies, procedures, resources programs, etc.
  • Converts data into numerous formats using advanced statistical models including statistical models including statistical process control charts, histograms, Peretto charts, and many more.
  • Defines a project scope and goals through a collaborative process with subject matter experts and leadership at the facility, service line or program, or unit level.
  • Leads a team of subject matter experts, front line staff and leadership through a rigorous and define project management process utilizing multiple tools from Lean Six Sigma, Lean VA-TAMCCS and other performance improvement disciplines to further define the current state of the process.
  • Leads project teams through designed brainstorming sessions to develop solutions towards a specific deliverable or goal during a project.
  • Identifies various solutions approaches and when necessary, further leads them through prioritizing exercises with tools like affinity diagrams, PICK Charts and multi-voting.
  • Creates designs of experiment that align to project goals and team development solutions. The designs of experiment are hypotheses which are monitored through date for effectiveness or failure.
  • Designs of experiment are often iterative and will involve multiple solutions in random or sequential order.
  • Design experiments with process measurement in mind.
  • Performs other duties as assigned.
Work Schedule: Administrative day tour, Monday - Friday, 8:00 AM to 4:30 PM

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2022.

Individual Occupational Requirement (IOR): is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The Individual Occupational Requirement for the Health System Specialist position is:

Education: Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Experience: You must have progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following
  • Missions, organizations, programs, and requirements of health care delivery systems
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
  • For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent degree OR 3 full years of progressively higher-level education leading to such a degree OR LL.M, if related. Education must be in a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or graduate degree level.

Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience are defined as: healthcare field performing progressively responsible analytical, administrative and clinical management duties. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must involve a close working relationship with facility managers and analysis and/or coordination of administrative, and provided knowledge of the following: missions, organizations, programs and requirements of health care delivery systems; knowledge of administrative practices and procedures common to health care delivery systems. Assist in analyzing situations, offering solutions, and coordinating projects that require integration of numerous individuals and teams throughout a healthcare system.

Preferred Experience: The Best Qualified candidate will have Master Black Belt Certification and/or Certified Transformational Coach. Green and/or Black Belt Certification is highly desired.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is chiefly sedentary, but occasional standing, walking, stooping, bending and carrying items weighing 20 pounds, may be required. The work involves activities related to an enthusiastic teaching/learning environment. Assignments regularly involve long periods of standing, bending, and stooping to observe and facilitate group activities.
