Help

The incumbent functions as the supervisor of Public Affairs, Congressional Liaison and Medical Media programs. The incumbent independently is responsible for the organization, administration, planning, integrity and evaluation of the Communications Office and serves as a program manager with total responsibility for management and direction of assigned projects.

OFFICE OF STRATEGIC COMMUNICATIONS/PUBLIC AFFAIRS
As the Chief Communications Officer, the incumbent is the facility's lead Public Affairs Specialist who is responsible for responding in writing and orally to questions about or criticisms of the agency's activities or policies and explaining the VA point of view. The incumbent serves as the primary SVAHCS spokesperson, and as such, is the facility's primary point of contact for the local and national media and public information inquiries and as the liaison with other medical centers, VACO, VISN, Veteran Service Organizations (VSOs), local, state, and federal legislative offices, congressional offices, health care affiliates, community groups, professional organizations, and employees and employee groups. The incumbent routinely represents the Executive Director at events of a public, civic, or social nature and participates in a variety of events dealing with improving the perception of SVAHCS as a valued part of the medical profession, government and community and may respond, or prepare response for the Executive Director, to detailed explanations for negative comments and potentially hostile media inquiries made about SVAHCS activities or performance particularly in urgent, sensitive situations.

MEDICAL MEDIA
As the Chief Communications Officer, Medical Media Services falls under the incumbent's line of responsibility. The incumbent is responsible for managing, supervising, and evaluating a comprehensive Medical Media Program that includes clinical photos, video and training support, patient education, graphic design, photography, videography, exhibit management, medical illustration, audio and video production in support of patient education, facility communication and VAMC initiatives.
CONGRESSIONAL/STAKEHOLDER RELATIONS:
As the Chief Communications Officer, the incumbent is responsible for the development, implementation, and evaluation of an influential congressional and community stakeholder relations program designed to promote understanding, confidence, and goodwill between SVAHCS and the outpatient clinics, elected officials, Federal, local and state officials, DoD and affiliate partners, surrounding communities, individuals, volunteers and groups who are interested in and affected by VA.

SUPERVISORY RESPONSIBILITIES/PROGRAM MANAGEMENT

This position reviews completed work for accuracy and conformance to policy and procedures and soundness of judgment. In addition, the incumbent:
- Exercises final administrative decision-making authority, responsibility, and accountability on all issues affecting media issues, public affairs, advertising, marketing, communications, public relations, congressional liaison, audiovisual functions, and social media.
- Collaborates with VISN and VACO officials, Executive Leadership, service line chiefs, and program directors to achieve integrated goals/priorities for SVAHCS.
- Exercises full supervisory authority to set annual plans for work to be accomplished; set priorities and prepare work schedules; and coordinate work among other areas of the facility.
- Assigns work to subordinate(s) based on the priorities and capabilities of subordinate staff with instructions on objectives desired, anticipating problems that may be encountered, deadlines, and any constraints which may be imposed. Articulates and communicates assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.


Work Schedule: Monday-Friday; 8:00AM-4:30PM, However, working hours may extend outside these hours based on the needs of the facility. This may include evenings, weekends and holidays.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advanced professional knowledge of the theories, principles, practices, and techniques of VHA, VISN, and health care system program activities in a complex health care delivery system. Mastery of the principles, methods, practices, tools and approaches of oral and written communication techniques that enable the public affairs specialist to function as a professional and technical authority within SVAHCS to implement a comprehensive communications program involving public information, internal communication, and community relations with the overall goal to increase internal and external awareness of VA programs, services, special events and projects, and research accomplishments. Skill in applying such mastery in developing and applying new approaches to the most difficult and complex public affairs and communications problems.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is generally sedentary, but may require some walking, standing, lifting, bending and stooping, and carrying media equipment. Flexibility is required to accommodate events and activities occurring in other than normal duty hours. Mobility is required in terms of staging and assisting staff with equipment and other required materials.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
