Help

As the LIM the incumbent develops and recommends new policies and procedures regarding the installation and use of the laboratory information system (LIS) in conjunction with the overall hospital information system (HIS). The incumbent provides authoritative advice and consultation on the information system as they apply to the Service. The incumbent advises all organizational levels on functions and capabilities of the LIS. Implements and maintains coding and mapping for laboratory test ordering, reporting, billing, and workload recording taking into account compliance principles. Analyzes emerging trends, software, and technology and adopts appropriate methods for local programs to meet agency goals. (90%) As back-up Cytotechnologist the incumbent will fulfill duties and responsibilities needed in the AP section of the laboratory to assist in carrying out the mission of the department. (10%)

2. Functions
LABORATORY INFORMATION MANAGER 90%
1. Functions as the ADP Coordinator for the service, which includes troubleshooting PC, telephone, and fax problems, and submits work orders to Information Resources Management Service (IRMS) or to Engineering Service, whichever is most appropriate, for problems that employees cannot resolve.
2. Develops and recommends new policies and procedures regarding the installation and use of the LIS or the HIS.
3. Implements and maintains coding and mapping for laboratory test ordering, reporting, billing, and workload recording systems.
4. Analyzes emerging trends, software, and technology and adopts appropriate methods for local programs to meet agency goals.
5. Responsible for compliance with regulatory agency requirements as related to information systems and performs audits as needed.
6. Responsible for the implementation of the laboratory modules within the medical center's VISTA package, involving identification of problems in new software packages when they are installed in the main system (patches), analysis of those problems, and assisting in the determination of the appropriate corrective action. Test and verify released patches for functionality before moving into the production account.

BACK-UP CYTOTECHNOLOGIST 10%
1. Serves as back-up support to the Anatomic Pathology department for quality control, records control, proficiency testing, quality management, trouble shooting, training, inspection and accreditation for the Anatomic Pathology.
2. Assist with resolving problems/concerns from AP staff regarding analysis, instrument operation, and quality control issues as needed.
3. Verifies correct instrument operation using established procedures and quality control checks and monitoring. Identifies the cause of common problems and makes simple repairs/corrections as needed.
4. Maintain the software package for AP equipment and work with the vendor to troubleshoot issues.
5. Performs computer checks to assure the accuracy of all tests and verifies all orders that are transmitted in CPRS and VISTA are the same.

3. Supervisory Control: The incumbent is under the general supervision of the Chief, P&LMS with direct supervision by the Laboratory Manager. The technologist independently plans and carries out the procedures necessary to complete the work assignment and handles problems and corrects errors in accordance with established protocols or accepted laboratory practice. The LIM independently organizes, plans, and carries out the work, resolves most technical problems, and keeps the Lab Manager and Chief, P&LMS informed of potential problems. Completed work is reviewed for effectiveness, appropriateness, and conformity to policy and requirements.

Qualifications

BASIC REQUIREMENTS
a. Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
b. English Language Proficiency: MTs must be proficient in spoken and written English.
c. Education. Individuals must have successfully completed a baccalaureate degree from a regionally accredited college/university and successfully completed a Commission on Accreditation of Allied Health Education Programs accredited cytotechnology program.
d. Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization approved by the American Society for Clinical Pathology (ASCP) that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U.S. programs
e. Certification. (1) Candidates must currently possess the Cytotechnologist (CT) (ASCP) or Specialist in Cytotechnology (SCT) (ASCP) certification given by the ASCP Board of Certification
f. Loss of Certification. An employee who fails to maintain the required certification must be removed from the occupation, which may also result in termination of employment.
g. Physical Requirements. See VA Directive and Handbook 5019, Employee Occupational Health Service.

3. GRADE REQUIREMENTS: GS-12
Cytotechnologist (Laboratory Information Manager), Experience. At this level, the candidate must have one year of creditable experience equivalent to the GS-11 grade level that is directly related to the position to be filled.
