Summary

The position is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training. Additional functions of the position involve advising leadership in the formulation of planning complex facility wide Strategic Plans and facility wide projects in the execution phase of supporting of Strategic Planning.

Duties

Help

Duties include but may not be limited to the following:

  • Defines a project scope and goals through a collaborative process.
  • Acts as the project lead for healthcare and operational improvement projects.
  • Organizes, directs, controls and coordinates group activities in a timely and effective manner.
  • Conducts experiments and collects data to identify if the developed solutions are affective.
  • Develops control plans, communication plans, risk management plans, and through closeout of the project.
  • Identifies metrics performing below benchmarked standards or falling below the upper or lower control limits of a statistically controlled models.
  • Plans and conducts studies directed at reducing errors due to cognitive overloading and human-computer interaction failure.
  • Collects baseline information, identifies limitations in current systems, and discovers potential improvements.
  • Develops local data metrics and dashboards to monitor projects in progress or performance benchmarks of a project.
  • Develops and refines information for comprehensive reports, addressing such elements as cost analysis, work measurements, trend analysis, etc.
  • Provides instruction to others on Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies principles and tools through formal classroom instruction.
  • Develops written and verbal teaching materials.
  • Delivers training materials and curriculum consisting of advanced practices of project management, statistics, coaching, etc.
  • Leads the team through development of control strategies and to ensure project solutions.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the agency.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Individual Occupational Requirement:

a. Major Study: undergraduate or graduate degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcripts required).

OR

b. Specialized Experience:
Progressively responsible analytical or administrative, or clinical management or supervisory experience. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/ or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

b1. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:

  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the Individual Occupational Requirement, you must also meet the following additional specialized experience requirements to qualify at the GS-12 level as described below:

GS-12 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience using LEAN/LEAN Six-Sigma/System Redesign (process improvement) using a wide range of advanced analytical techniques; utilizing mission, organization, and program requirements of healthcare delivery systems to define a project scope and goals through a collaborative process and provide consultation to executive, service line, and program leadership. Experience utilizing hospital operations, policies and procedures as well as VA regulations, policies, and program guidelines to identify projects the improving quality outcomes and maximize return on investment of utilized resources. Skilled in the use of clinical practice guidelines and guidelines designed by healthcare improvement organization to collect, analyze, and present data for performance improvement studies and projects. Skilled as an excellent communicator which includes the ability to listen well, write with clarity, and speak effectively to small and large groups. Expertise in administrative, mature judgment, working knowledge of medical center operations and the myriad of oversight bodies that have a role in regulating the healthcare systems.

There is no educational substitution for specialized experience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
