Duties

Help

Duties to include but not limited to:

  • Prepare and distribute pre-meeting materials to the IRB and R&D Committee members; process and track of progress of research proposals during initial review, continuing review and annual review for both committees; maintain research protocol files; assist in preparation of minutes; and assist in preparing correspondences to research investigators on behalf of the Chairpersons of both committees.
  • Provide guidance to investigators on IRB and R&D submission standard operating procedures and oversight regulations.
  • Organize and maintain a system of internal control for management of both funded and unfunded research projects. Input and verify all data required by the ePROMISE VA-wide database of research programs; transmit data to the central database at the Research and Development Computing Center.
  • Responsible for updating and maintaining the computerized research protocol database and human subject protection-training database. Responsible for providing queries to both committees as requested.
  • Responsible for the RCS Filing System in the R&D Office. Acts as Records Control/Liaison Officer.
  • Maintains and organizes in accordance with procedures and guidelines, the administrative files, manuals, and publications for the R&D Service Line.
  • Receives, schedules, refers, and contacts members of the staff, agency, and persons outside the agency ranging from other government agencies to the general public
  • Interacts with leadership and outside agencies in meeting the needs of the R&D Service Line and managing the schedule and tasks of the ACOS for R&D.
  • Processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication.
  • Performs the following types of duties: writes letters/ memos, composes letters and reports, reviews correspondence for accuracy and completeness, prepares public presentation outlines, and develops standard or form letters and replies to inquiries.
  • Develops background information and prepares outlines for the supervisor's public speaking engagements, papers, and correspondence/reports, which includes grant applications, progress reports, and scientific manuscripts.
  • Assists the ACOS R&D in managing all personnel documents (competency binders, orientation checklists, track research staff TMS training, WOC appointments), and new employee requests for computer access, badge, computer menus, keys, space, equipment.
  • Serves as the primary timekeeper for the R&D Service Line.
  • Schedules appointments, coordinates meetings, and/or schedules conferences.
  • Obtains and monitors the use of services, supplies, or equipment for the office.
  • Answers questions concerning policies and procedures related to support/office services and new projects, requests, and shifts in priorities and commitments.
  • Places Service Line work orders, supply and equipment orders; maintains equipment inventory, key inventory, and other Service Line needs,
  • Performs other related duties as assigned.

Work Schedule: Monday-Friday, 7:30am-4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skills in interpersonal relations and oral and written communication are required in order to deal with professional staff, non-professional staff, patients, and visitors, Knowledge of VA and Medical Center Directives, Skill necessary to take minutes, dictation and accurately transcribe such. Editing skills are required in order to prepare and proof reports, correspondence, etc. Skill as a qualified typist is required. Skill in the use of office automation equipment, i.e., computer, fax, copier, etc. Knowledge of procedures concerning travel, time and leave, personnel actions, proficiency reports, position descriptions, etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending ,carrying of light items such as such as binders, supplies, etc. within the medical center complex. No special physical demands are required to perform the work.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
