The Space and Activations Program Manager is a Management and Program Analyst position responsible to develop systems and procedures that will assist in the coordination of activities associated with all phases of (construction) project activation activities and moves including, but not limited to initial planning and post construction activations actions at all sites of care including the approximately 2.0 million square feet of occupied space, to include more than 25 buildings on a 91-acre main campus and a government owned facility in Salisbury, NC and three leased facilities in Charlotte and Kernersville, NC.

The incumbent will work in close coordination and interaction with all sections of Engineering Service and Information Technology (IT) for all types and scopes of projects (Majors, Minors, NRMs, Leases and station-level projects) to include the coordination of the space management program of the medical center, and movement of the people, equipment and furniture. The incumbent will be responsible for facilitating space planning of new and existing spaces, updating drawings and space software management, and coordinating activation planning and move coordination.

Space Management, Facility planning, and consultative Data Analysis
-The incumbent works directly with management in developing policies, procedures to oversee, coordinate and administrate the space management program for all sites of care, including leased space, new space proposals, as well as revision of existing space allocation as it relates to the mission of the Medical Center.
- The incumbent is responsible to update related technology such as Space Management Software, Capital Asset Inventory, space files and the Space and Equipment Planning (SEPS) tool utilizing other techniques, data and emerging trends to develop specifications for appropriate furniture and equipment.
-The incumbent monitors an coordinates space management activities including updating the facility Space Management software, producing space committee meeting products, and recommending best practices for repurposing spaces for other functional needs.
-Utilizes expert knowledge of VA's space calculator and Space and Equipment Planning (SEPS) to ensure all clinical, research, administrative, and warehouse spaces are designed and/or conform to the current VA-approved space standards and design guidelines. The incumbent performs studies of existing space and area layouts to determine opportunities for effective utilization; meets with consultant representatives, such as architects, engineers, interior designers, design/build contractors, independent consultants, movers, VA space criteria/guidelines and VA central office personnel etc. to determine the best practices to employ.
-Therefore the incumbent must have knowledge of ACAD, Microsoft Office Suite, Excel and the ability to learn Space Management Software application.

Project Activation, Workload Analysis, and Evaluation
-The incumbent serves as Activation Program Manager, working with Project Managers, Interior Design, BioMed, OIT, and others to coordinate the activation of space.
-He/She consults with colleagues and subject matter experts on details related to furnishing and equipment requirements, installation and placement of furnishings for new, remodeled or renovated space based on architectural and engineering specification.

Space Projects
-Plans and/or accomplishes special projects under the direction of the Chief of Projects, Chief Engineer and Assistant Chief Engineer, or other management officials.
-Conceives and implements new initiatives to improve, facilitate, and integrate hospital and CBOC operations inclusive of programs and systems.
-Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/25/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with interpreting regulations and policies. Carries out assignments independently and coordinates work independently. Has a working knowledge of Word, Excel, Adobe, VISTA, Outlook, work order system, and Internet Explorer, etc. Comprehensive knowledge of the theory and principles of management and organization including administrative practices and procedures common to complex healthcare organizations. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full years of progressively higher level graduate education leading to such a degree OR L.L.M., if related OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond higher level graduate education.

Physical Requirements: The work requires long periods of time working and keyboarding at a computer workstation. It may involve some walking, standing, bending, or carrying of light items. Evaluation of spaces and processes may require long periods of standing and or/walking.
