Financial Management/ Budget Guidance
Employee assists in the formulation and execution of the annual budget in regards to staffing, travel, supplies, equipment, and all other general operating expenses. Employee gathers and analyzes budget needs of Health Administration Service and assists in all phases of budgeting within administrative requirements. The employee is responsible for authorizing expenditures. Employee formulates budgetary plans that require perception and assessment of immediate and long-term budget plans and program development and enhancement. Develops plans, formulates and implements budget requirements. Manages the overall supply needs, services, and materiel requirements for the Service. Conducts inventory of service equipment and property. Documents discrepancies and resolves errors and/or missing items. Prepares recommendations to resolve property
utilization issues and assures economical and efficient use of equipment and property; disposes of unused, obsolete, or excess equipment. Identifies financial and budgetary trends and patterns; maintains proper financial balances, distributes resources to all activities within planned limitations and ensure that maximum benefits are obtained from resources. Evaluates budgetary and fiscal data for consistency with previous estimates, current levels of program operations and anticipates changes in mission, staffing and funding levels. Advises Chief, Health Administration Service of organization deviations, conflicts and accomplishments regarding efforts to attain overall financial goals.

Human Resources Management
Oversees recruitment, selection, promotion, awards and training activities to ensure compatibility with staffing plans, personnel ceiling and funding levels. Advises supervisors in structuring and describing positions and writing performance plans. Develops and/ or reviews completed position descriptions and work plan for proper format and uniformity prior to submission to the human resource office. Incumbent serves as key figure in manpower utilization program, assuring recruitment and retention within approved ceilings are maintained. Responsible for personnel administration, including knowledge of personnel operations, including position classification, grievance procedures, performance standards, and disciplinary actions.
Analyzes and advises on the implications of proposed management decisions and the administrative aspects involved in the acquisition, retention, motivation, development and use of human resources. Work with servicing human resources office representatives to identify and resolve human
resources needs and problems. Maintains comprehensive HAS staffing list and organizational chart.

Miscellaneous Administration and Program Management
The employee is a Control Point Official for fund control points. Employee may serve as a technical contact and/or Contracting Officer's Technical Representative (COTR) with respect to the various contracts within Health Administration Service. Works with Fiscal, DSS and involves other management personnel in reviewing, analyzing and responding to budgetary, VERA and workload submission reports received from the VISN and VHA. Assists in providing data for performance improvement and utilization review. Employee analyzes statistical data and advises management on operational trends; investigates and validates data that might be outliers by following up with appropriate staff. Employee is responsible for overseeing and preparing, compiling, and validating special reports for the service. Included are the DSS reports, Action Items, mandated program reports, Performance Data reports, workload reports, Congressional inquiries, and Safety, etc. Plans and carries out a wide variety of tasks to participate in the planning and execution of major liaison activities in support of an organizational program and develops and implements plans designed to enhance relationships with targeted stakeholders. Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Coordinating and monitoring the functions of administration services within an office; managing budgetary activities; assisting with human resources functions to include, recruitment, position classification, performance, training etc.; preparing letters, reports and presentations; maintain and improve systems of delivering health care by developing programs and policies; presenting results of program analysis, composing and presenting new procedures .
OR,
    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have PH.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M,, if related
OR,
    • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 3 full years of progressively higher level graduate education leading to such a degree or LL.M if related.
