The The Nurse Manager (Emergency Department) is located at the Nursing, Acute Care Service and reports directly to the Chief Nurse of Acute Care.

The ED Nurse Manager is responsible for performance measures, performance improvement, customer service/patient satisfaction, patient and employee safety, interviewing applicants, employee relations, standards of care and practice, the work environment, and accreditation and regulatory standards. The ED Nurse Manager actively develops and manages collaborative partnerships with physicians and other clinicians. The ED Nurse Manager is responsible for staffing their units on a continual basis (24/7), validating the nursing hours per patient day, and working with other Nurse Managers to identify and share resources. The ED Nurse Manager is responsible for time scheduling of the unit, coaching staff, dealing with employee conduct and performance issues, completing, and submitting recurring reports, proficiencies and performance evaluations in a timely manner. The ED Nurse Manager participates on service and medical center committees and task forces to improve nursing practice and patient care. The ED Nurse Manager identifies educational needs of staff and ensures that these needs are addressed. The ED Nurse Manager has an integral role in supporting and facilitating student nurse clinical experiences, as well as orienting new Nurse Managers. The ED Nurse Manager works in partnership with the union and adheres to EEO principles. In the absence of the ED Nurse Manager, a cross-covering Nurse Manager will be designated to handle administrative and clinical issues, such as staffing coverage, granting leave, and patient and/or staff issues.

The ED Nurse Manager is aligned within the Medical Chief of the ED and is responsible for providing the clinical leadership and expertise for the coordination of the Medical Center's ED service. He/she possesses intimate knowledge of Veterans Healthcare Administration (VHA) guidelines, clinical documentation requirements, current standards of care, and compliance guidelines. The ED Nurse Manager collaborates with the Education Department, and the ED Assistant Nurse Manager(s) to develop, coordinate and provide ongoing education to ED nursing staff for knowledge and skills enhancement while ensuring clinical competence.

The Nurse Manager (Emergency Department) duties include but not limited to:

  • Oversees and is responsible for delivery of quality patient care, including appropriate documentation, employees clinical/performance competency and continuous Quality Improvement Projects, core responsibilities in the Unit assigned, such as pharmaceutical waste, medication security and emergency preparedness programs.
  • Provides direct coordination of staffing for nursing services to patients on a 24-hour, 7 day a week basis.
  • Collaborates with all nursing service lines, Quality Care, Performance Measures and Resource Planning. Collaborates with the Multidisciplinary Team in planning, directing, and implementing patient care and monitoring and improving patient flow and utilization.
  • Serves as an integral member of the Health Care System Emergency Response Team.
  • Oversees and is responsible for administration and evaluation of nursing care, program implementation, personnel management, and overall operations of the assigned unit.
  • Recommends and/or takes disciplinary action where appropriate.
  • Gives advice, counsel, or instruction to subordinate personnel on work and administrative matters.
  • Oversees and is responsible for performance improvement, customer service/resident satisfaction, resident and employee safety, interviewing applicants, employee relations, standards of care and practice, the work environment, and accreditation and regulatory standards.


Work Schedule: Full-time days/hours will be Monday-Friday, 7:30 AM to 4:00 PM, with work day/hours flexibility required as administrative and/or clinical demands require.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
  • Master of Science Degree in Nursing strongly preferred
  • A minimum of five (5) years of successful clinical practice required in the Emergency Room Department, with at least one (1) year of recent leadership experience.
  • Specialty certification highly preferred.
  • Demonstrated skills in effectively managing human resources in previous assignments
  • Demonstrated ability in previous assignments to make critical decisions in stressful environments
  • Demonstrated dependability for duty and flexibility in work assignments and shift hours in previous assignments.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, kneeling, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual, capable of working effectively in stressful situations, and able to shift priorities based on patient needs.
