This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.

Major Duties:

  • Reviews, edits, and consolidates annual and multi-year budget estimates for assigned organizations and programs into a single budget request.
  • Prepares or edits narrative justifications and projected funding needs and ensures that data in requests and formally and accurately documented in a wide variety of unrelated forms, schedules, and reports.
  • Analyzes and forecasts for customers such as the agency and the public their demands for services and for changes in nature, type, and cost of services produced.
  • Conducts special studies and analysis to develop required data and information for reporting purposes and prepares administrative reports.
  • Prepares and presents financial briefings.
  • Develops justification and impact statements and compiles data to be used for forecasting obligations.
  • Performs duties involving the analysis and forecasting of the usage of funds within the Office of Procurement and Logistics.
  • Interprets reports and other financial data for program review and analysis.
  • Provides advise and assistance on financial matters.
  • Serves as local authority, analyzing and resolving complex issues related to the financial aspects of the Procurement and Logistics Office.
  • Perform all duties as assigned.
Work Schedule: Full-Time Employment: 8:00 am - 4:30 pm Monday - Friday / Telework is available Mondays and Fridays. (Metro, Trail, and Bus commute to and from work is reimbursed).

Qualifications

For GS-12:
Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of a Budget Analyst, GS-12 grade level. This experience must have been equivalent to GS-11 grade level in Federal service. Specialized experience is analyzing and evaluating continual changes in program plans and funding and their effect on financial and budget program milestones; or analyzing financial and budgetary relationships to develop recommendations for financial and/or budgetary actions.

OR

For GS-13:
Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of a Budget Analyst, GS-13 grade level. This experience must have been equivalent to GS-12 grade level in Federal service. Specialized experience is possessing of budget execution in order to monitor the execution of a budget with many different sources and types of funding; possessing of financial management and program objectives of the organization and of the organization and operations of financial management systems; developing and applying financial management techniques and methodologies to plan, execute, or review rural health care programs.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
