Duties include, but may not be limited to the following:

  • Provides expert guidance and directs the work of consulting architectural, engineering and environment firms.
  • Makes systems decisions and performs cost/benefits analysis of engineering proposals.
  • Prepares preliminary sketches, concepts, and layouts for complex projects in all construction disciplines.
  • Designs or controls the design of multidiscipline projects; this includes the engineering disciplines of electrical, mechanical, structural, and architectural fields.
  • Reviews drawings of architectural, engineering and environmental firms for accuracy, proper function, and workability.
  • Writes and edits specifications for architectural systems, mechanical equipment, electronic/electrical equipment and systems redesign.
  • Serves as technical resource person to internal staff and other Services.
  • Assists Supply Service's Contracting Officers in evaluating cost proposals from design firms by use of personal knowledge of the scope of the project and knowledge of design requirements.
  • Assists in direct cost negotiations with contractors when requested by the Contracting Officer.
  • Investigates architectural materials and systems for functionality, durability, and aesthetics; structural systems for loading and function; mechanical systems for workability, and maintenance.
  • Assist lower grade technicians with more complex design problems.
  • Acts as section lease property specialist technically inspects property proposed to be leased to the government for the hospital.
  • Determines if property meets the technical requirements for the use intended, ensures lease property meets all codes for safety fire, barrier free design, space criteria, and other items.
  • Inspects work progress during the construction phase, ensuring proper methods and materials are being used.
  • Resolves design errors or differing site conditions by evaluating the problem and applying sound engineering judgment to make any necessary changes.

Qualifications

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.
The Selective Placement Factor for this position is: "Having experience and skills in theoretical and practical technical knowledge of drafting, design, the concepts of design and construction? (including design of structural, electrical, mechanical, and architectural projects)."
AND
Specialized Experience: Having at least one (1) full year of specialized experience equivalent to at least the next lower grade level in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Engineering Technician, and that is typically in or related to the work of the position to be filled. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems; experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents; examples are trade positions with substantial developmental, test, or design responsibilities such as: planner and estimator who analyzed designs for production purposes; Instrument maker or model maker who performed design or development work on devices fabricated. Additional general engineering experience includes planning, designing, laying out, and construction of new, conversion, remodeling, or modernization of existing buildings and facilities.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE
: Successful completion of three (3) full years of graduate education or an internship that is directly related to the work of the Engineering Technician position in the field of engineering. (Transcript Required):

COMBINING EDUCATION AND EXPERIENCE:
Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. The education portion must include graduate courses directly related to the work of the Engineering Technician position in the field of engineering. (Transcript Required):

NOTE: Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.

Physical Requirements: The work requires periods of walking, climbing, and inspections in cramped spaces. At times incumbent is exposed to high places and scaffolding. Work at times in "hard hat" areas.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
