The incumbent is the site coordinator and manager of the cost accounting system program for the VA Medical Center in Kansas City. The incumbent is responsible for data development, presentation, and analysis to meet the informational needs of management in both the administrative and clinical aspects of management analysis, reporting, and both short- and long-range planning which influences the delivery of patient care through the medical center.

  • Participates in the development of methodology for the automation and incorporation of cost and patient workload data into DSS. Data sources include, but are not limited to, the Veterans Affairs Decision Support System (DSS), VISTA, PAID, FMS, ARC, and other major commercial information sources.
  • Knowledge of the clinical services and programs of a complex, affiliated Medical Center, and skill in applying this knowledge to complex work assignments in the areas of hospital finance and accounting systems.
  • Knowledge of national VHA healthcare programs meeting inpatient and outpatient missions at a highly complex, affiliated tertiary care Medical Center with multiple sites and satellite outpatient clinics distributed across a wide geographic area.
  • Identifies trends, accomplishments, and/or deficiencies related to the program to devise solutions or propose alternate courses of action.
  • Prepares cost effectiveness studies of Medical Center operations and is responsible for the collection, interpretation, and analysis of quantitative and qualitative data relevant to the program being evaluated.
  • Provides reports or briefings on the results of studies, identifies areas, and issues for nationwide review and promotes discussions among national VA groups on these issues.
  • Researches the existing medical center organizational structure to create appropriate staffing and cost allocations. Evaluates and makes recommendations for effective organizational changes affecting medical center and VISN functions.
  • Possess a complete understanding of the way the medical center functions as an integrated facility within the Western Orbit, VISN15, as well as other VAMCs, and medical school affiliations.
  • Develops, research national report/data systems such as KLF, ARC and PROCLARITY, and suggests reports for VISN analysis and planning.
  • Interfaces frequently with service chiefs, supervisors, and administrative personnel to keep current on any changes in medical center functions that may affect the DSS program.
  • Maintains and modifies the DSS program to reflect changes throughout the VA medical center organization and to comply with national and VISN standardization and requirements.
  • Serves as a management consultant for health care providers and service chiefs in areas such as allocation of labor, utilization of extract routines, and identification of products. This guidance enables providers to respond to variances in hospital costs and utilization, as well as to allow forecasting for modifications to hospital protocols.
  • Performs other related duties and functions as assigned.
Promotion Potential: The selectee may be promoted to the full performance level (GS-12) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience, GS-11:You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:

  • Experience with medical procedural nomenclature and terminology, health care record and coding processes to accurately assess, analyze, evaluate and facilitate best practices in medical record coding.
  • Knowledge of ICD-10-CM and CPT-4 coding, HCPCS coding, inpatient and outpatient coding settings.
  • Experience with documentation, and subsequent impact upon VERA reimbursement, qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs.
  • Experience in conducting studies, analyzing findings and making recommendations on substantive operating programs facility-wide, VA and ICAI-IO regulations, rules, policies and procedures and other bodies of rules and regulations imposed upon health care systems, health care delivery systems, hospital management principles.
  • Experience in understanding changing health care trends, performance analysis, resource allocation, health policy development and implementation.
  • Possess excellent interpersonal skills necessary to communicate effectively with high-level management and professional personnel.
  • Plans, organize, and coordinate work where there are diverse demands and short deadlines.
  • Manages time and set priorities and objectives.
  • Works independently and develops innovative strategies to exceed organizational goals and objectives.

Physical Requirements: This is primarily a sedentary position, the work requires some walking, bending, and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
