Major Duties:

Incumbent is responsible for the safety of passengers and must observe the rules and traffic regulations.

Incumbent performs routine maintenance on vehicle, this includes daily cleaning, washing of vehicle and scheduling of preventive maintenance and repairs and informs the supervisor of these repairs.

The incumbent is held accountable for the effective function of the team to solve problems or program issues under review.

The incumbent distributes and balances workload tasks among employees in accordance with workflow requirements, assuring timely accomplishment of the assigned tasks or projects.

He/she provides expert advice on specific requests and makes available written instructions, reference materials, and relevant background materials.

Incumbent is responsible for ensuring that proper maintenance records are kept on all vehicles and pieces of equipment assigned to the Units (Fleet Manager).

Coordinates customer service requirements and serves as liaison to ensure needs are met.

Incumbent serves as a backup driver to all phases and areas of the Martinsburg VAMC transportation service, as needed. This to include special mode, VA shuttle service and any courier type services that requires any needed materials/cargo/hand mail service, food service pickup and delivery of required transports. The incumbent is to be proficient in all areas of the transportation service.

Incumbent must be familiar with medical equipment located in patient transport vehicles and be certified in Cardio-Pulmonary resuscitation (CPR). Motor Vehicles Operators are required to be recertified in CPR every 2 years and provide documentation to the supervisor for input in employee records.

Incumbent transports patients under non-emergency situations to and from various locations throughout the state. Incumbent must be knowledgeable in the proper techniques of loading, unloading and securing patients, equipment or cargo.

Incumbent will be required to complete a daily trip report annotating data such as mileage, driving times, any problems encountered with the vehicle and any issues arising with patient transport. Drives will perform pre-trip inspections on all vehicles before departure. Drivers are responsible for correcting minor vehicle problems such as lamps, flat tires, tire pressure and fluid levels. Each driver is responsible for reporting and if necessary, scheduling completion of repairs when outside service is necessary.

All drivers will be issued a cell phone with earpiece, pager, two-way radio or any combination of these. These are to be carried at all times and used for Official Business only. Conversations will be brief, and job related.

Receives phone requests from the beneficiary travel office concerning the transportation needs of veteran patients and in turn coordinates and dispatches motor vehicle operations to transport the patients. Maintains cellular telephone contact with drivers to help ensure patient and driver safety. Coordinates emergency service, as needed, for disabled vehicles.

Receives and coordinates vehicle need requests, VA 90-3075, from employees ensuring vehicles are reserved accordingly. Assigns vehicle keys and is responsible for accountability of same.

Teaches new employees how to use the electronic T&A functions for leave requests and related functions. Assists employees with T&A concerns.

The incumbent performs a variety of administrative, clerical and typing duties in the Transportation Section.

Actively supports the team concept and functions as a team player. Contributes to team initiatives and continuously strives to improve the effectiveness of the team to which he/she is assigned.

Will primary back up for Motor Vehicle Operator Supervisor when he/she is on leave.

Assist the CWT employees with coordinating the cleaning of all Government vehicles.

Order office supplies for the transportation dispatch office.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Knowledge of agency operations and activities supported by the Transportation Department
    Knowledge of driver qualifications and licensing requirements
    Knowledge of the specifications, capabilities, and operating characteristics of all assigned standard and special purpose vehicles and equipment to plan and determine driver and vehicle assignments, plan routes, and adjust work operations and schedules to meet emergency situations, weather, unplanned requests, or changing programs.
    Knowledge of the mechanical operation of a variety of different types of vehicles to troubleshoot issues,
    perform basic maintenance
    Skill in demonstrating courtesy, diplomacy, and respect in dealing with patients, families, employees and the general public, both in person and on the telephone.
    Ability to use standard office equipment and knowledge of facility procedures, VA records management, and official correspondence to coordinate and respond to customer requests, maintain repair and driving records
    Ability to function independently in allocation of fleet center resources and manpower. . .

Physical Requirements: Incumbent exerts light physical effort in reaching, bending, turning, or moving hands, arms, feet and legs to operate hand and foot controls. Exerts moderate physical efforts in the frequent handling of passengers when loading and unloading. Incumbent exerts considerably physical effort to change tires and make emergency repairs, such as installing an emergency fan belt or replace an electric fuse on open highways.
