DUTIIES AND RESPONSIBILITIES:
Incumbent is responsible for supervising and directing the activities of the Maintenance Section, Engineering Service, Central Alabama Veterans Health Care System (CA VHCS), Montgomery Campuses. Incumbent has full supervisory responsibility for control over work operations and subordinates and is accountable to the Assistant Chief Engineering Service for the quantity and quality of the work done.

Incumbent normally acts on general instructions, standard procedures, and established policies. Responsible for assuring the efficient and economical accomplishment of work assignments by subordinates within the work schedules set by supervisor. The position consists of full control over carpentry, painting, locksmith and other miscellaneous maintenance activities. Supervisor must be trained and equipped to handle a broad range structural maintenance and repair duties such as painting, locksmith duties, wall repairs and fabrication within and between V AMC buildings.

Planning:
Incumbent plans weekly or monthly work schedules and sequence of operations for subordinates. Establishes deadlines and priorities based on general work schedules, methods, and policies established by incumbent's supervisor. Determines work assignments that are to be accomplished concurrently and which of them must be delayed. Determines the number and types of employees required to accomplish each task, considering skills of personnel available and material and equipment required.

Work Direction:
Supervisor plans, assigns, directs, and reviews the work of all subordinates and is responsible for routine preventative maintenance, reporting need for repairs, and safe operation of machinery. Investigates work related problems ( e.g. low productivity, etc.) to identify causes; implements those corrective actions that can be taken within the limits of the incumbent's authority. This includes preventative maintenance and maintenance issues that arise daily and meets Joint Commission and Life Safety requirements.

Administration:
Schedules and approves leave requests of subordinates, sets performance expected of subordinates and makes formal appraisals of their work performance, and determines training needs. Initiates recommendations for promotion or reassignment of subordinates. Counsels employees, adjusts informal complaints and grievances through discussion with employees and union representatives, and initiates disciplinary actions as needed. Maintains accurate production records and prepares administrative and technical reports relative to the General Maintenance Section. Incumbent participates in the selection of new employees. Incumbent initiates revision and submission of position descriptions as necessary.

Performs other related duties as assigned.

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as questions 1, 2, and 3 in the on-line questionnaire. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Performs work that requires the ability to use a wide variety of hand and power tools, lifting large heavy articles or assemblies, climbing ladders or scaffolding, maintaining body balance, reaching and pulling, working on overhead items and eye-hand coordination, bend, stoop, crawl and climb, and working in close space. May be exposed to hazards of tripping, falling, cuts, contusions, abrasions.

Working Conditions: Work will be performed in a shop setting, as well as, throughout the entire Medical Center. It may be performed outdoors and is subject to extreme heat and in inclement weather. May be subject to a variety of hazards, such as: dust, dirt, noise, vapors, fumes, solvents, infectious agents and grease. Physical injury from lifting and handling heavy pieces of construction material and equipment and danger from falling from ladders and scaffolds.
