The incumbent serves as a Utility Systems Repairer/ Operator performing tasks involved in the operation, maintenance, and repair of the Martinsburg VAMC Utility Plants. Incumbent will be assigned to one of three (3) Utility Plants; Boiler Plant, Chiller Plant, or Water Plant, but is still responsible for being able to operate one (1) of the other two (2) Plants, other than the one they are assigned, in addition to monitoring the Chiller Plant remotely. Incumbent may be required to perform duties normally assigned to other engineering shops on after hour's tours.

Major duties include but are not limited to :

  • Perform hourly rounds on equipment and records readings in accordance with policies and procedures.
  • Maintain Plant logbooks and records and provide proper shift turnover to oncoming Operator.
  • Perform troubleshooting and diagnostics on all equipment as assigned and make repairs as necessary and required.
  • Perform routine scheduled preventive maintenance. Maintain logs of scheduled and daily operations. Write, complete, and close work orders as required.
  • Ability to read and interpret blueprints, schematics, and diagrams.
  • Ability to select and use hand tools, power tools, and test equipment in the course of assignments and repairs.
  • Perform repairs, i.e. rebuilding pumps, replacing items such as mechanical seals, bearings, valves, pipefitting's, and motors. Repairing insulation, re-packing valves and re-piping systems is also required along with various other repairs as determined by the Plant Supervisor.
  • Occasionally install new equipment and systems that fall within the scope of journeyman level work as determined by the Operations General Foreman and Plant Supervisors.
  • Monitor and communicate with appropriate persons per medical center policy concerning station fire alarms, disaster notification and various other alarm systems.
  • Perform all operations in a safe and efficient manner. Equipment must be started and stopped to match load and to maintain maximum efficiency.
  • Perform various housekeeping functions within the assigned Plant and other duties, as assigned, as they relate to the overall mission of FMS and the Martinsburg VAMC.
  • Operate, maintain, and repair a High-Pressure Boiler Plant that consists of three (3), gas/oil fired high pressure boilers that deliver 35000 lbs /hr of steam each, boiler feed-water pumps, condensate pumps, deaerator, condensate return systems, chemical feed systems, and associated auxiliary equipment. Incumbent starts, stops, and regulates high pressure boilers and associated equipment as load demands.
  • Incumbent ensures that all boilers and associated equipment are operated IAW manufacturer recommendations and VA Boiler Plant Operations policies.
  • Incumbent ensures that all boilers and associated equipment are tested and perform IAW Boiler Plant Safety Device Testing 3rd edition.
  • Operate and / or monitor graphic control systems and various metering systems for the boiler plant, chiller plant, and Medical Center HVAC systems.
  • Routinely collect samples in the Boiler Plant from boiler, feed water, condensate, and makeup water systems. Perform and analyze chemical tests on collected samples and chemically treats water systems to maintain proper chemical levels.
  • Operate, maintain, and repair two (2) 75,000-gallon ultra-low sulfur diesel above ground storage tanks, fuel oil transfer pumps, associated fuel oil piping, and metering equipment.
  • Operate, maintain, and repair a Chilled Water Plant that consists of two (2) 940 ton and one (1) 450-ton hermetic centrifugal chillers, four (4) cooling towers, and associated equipment.
  • Operate and I or monitor graphic control systems and various metering systems for the Chiller Plant. and Medical Center HVAC systems.
  • Routinely collect treated water, chilled water loops, cooling tower, and heating loops samples from the Chiller Plant. Perform and analyze chemical tests on collected samples and chemically treat water systems to maintain proper chemical levels.

Physical Requirements: This work may require walking, standing, stooping for up to 7 hours. Can also include climbing (use of legs and arms) and kneeling (up to two hours). Reaching above shoulders, both shoulders, both eyes required, depth perception, ability to distinguish basic colors, and heavy lifting up to 45 pounds. Environmental factors are dust, excessive cold, humidity, working underground, working alone, working closely with others, and working with hands in water.

" Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Physical Requirements: The Incumbent must be In a satisfactory physical and mental condition and fit for duty at all times, excluding body maintenance items. He/she will be required to bend, stoop, crawl, walk, climb, jump, and lift heavy objects for moderate time durations. His/her efforts will vary depending on the task to be performed.

Working Conditions: The incumbent is occasionally subject to very uncomfortable and possibly dangerous working conditions. His/her tour of duty are accomplished independently on a rotating shift plan. He/she Is required to mix and handle chemicals for chilled water treatment. He/she will be required to work in varying degrees of temperature. He/she may be exposed to hazards such as electrical shock. He/she will be required to work on ladders, platforms, mechanical rooms, and carry heavy objects up and down stairs.
