Summary

The Assistant Nurse Manager (ANM) is a self-directed proven nurse leader in MH Nursing. He/she provides oversight for the delivery of nursing care and directly supervises inpatient nurses. The ANM works in partnership with MH inpatient interdisciplinary leaders and staff to systematically evaluate, standardize, and improve care delivery, program implementation, personnel management, and operations for the inpatient MH programs.

Help

The Assistant Nurse Manager (ANM) is a self-directed proven nurse leader in MH Nursing. He/she provides oversight for the delivery of nursing care and directly supervises inpatient nurses. Clinically and administratively responsible to the Nurse Manager of inpatient MH Nursing.


Work Schedule: 11:30pm - 8:00am with flexibility to meet the program needs

The major duties and responsibilities include, but are not limited to:

  • The Assistant Nurse Manager successfully meets the critical and non-critical elements of the Executive Career Field (ECF) performance Plan.
  • Provides Information Security including protection of printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act, HIPAA, and other applicable laws, federal regulations, VA policy; protects the data from unauthorized release or from loss, alteration, or unauthorized deletion; follow applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement that employee signs.
  • This position has supervisory authority in executing unit decisions with guidance of the Nurse Manager.
  • Works in close collaboration with the Nurse Manager, Mental Health, and as well as Mental Health interdisciplinary leadership.
  • Serves as a resource to the Mental Health Nurses and support to the Nurse Manager and Assistant Chief Nurse in administrative and operational issues.
  • Responsible for continuing education and on-going self-development in leadership/management with demonstrated leadership abilities in coordinating care in an interdisciplinary setting.
  • Responsible to ensure monitoring utilization of supplies for cost control and overall efficiency.
  • Supports new roles and responsibilities and enhances the workforce's capabilities through mentoring and developing others.
  • Demonstrates outstanding verbal and written communication.
  • Serves as a change agent and actively participates in evaluating existing programs and contributing to new programs.
  • Readily recognizes management problems across the inpatient units and develops solutions. This may include follow-up on patient care or employee concerns, fact findings, team conferences and implementing corrective actions recommended by root-cause analyses and focused reviews.
  • Manages and reinforces VAPAHCS time and leave policies and ensures that time management procedures are followed accurately. Is responsible to approve timecards, employee leave requests and monitor leave usage.
  • Monitors, tracks, and reports OT use. Ensures decisions regarding staffing needs reflect defendable clinical nursing need. Routinely justifies variances from targets.
  • Ensures safe and adequate staffing for 24/7 across the inpatient units and full implementation of Staffing Methodology.
  • Assists Nurse Managers to develop work schedules with appropriate levels of staff. Ensures that staff are properly distributed across the schedule.
  • Contributes to open communication and collaboration.
  • Assures all nursing staff demonstrate I CARE and Serve principles in their work with veterans, other employees, leadership and families.
  • Provides oversight to ensure that standards of practice are met within the service.
  • Evaluates documentation of care to ensure that it accurately reflects patient assessments, established treatment plan and evaluation of response to treatment.
  • Ensures that nursing is actively contributing to the interdisciplinary treatment plan.
  • Implements action plans to effect positive change.
  • Ensures that service follows Joint Commission standards, National Patient Safety Goals, , fire/safety/OSHA standards, and Health System Memorandums.
  • Takes a leadership role in development and implementation of Performance Improvement activities such as risk management, clinical practice and outcome measures in collaboration with the interdisciplinary team.
  • Assists in assuring Nursing competencies are developed, implemented, and completed to assure competence in providing care to Mental Health patients.
  • Works effectively with the Nursing Leadership teams across the organization to share ideas, approaches to nursing practice, and resources.
  • Serves as a role model to subordinates, colleagues and peers.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
  • BLS Provider Card
  • One (1) year of full-time experience as a licensed professional Registered Nurse.
  • One (1) to two (2) years of RN experience in an Inpatient Mental Health setting.
  • Experience in leadership or management.
  • Certification in Psychiatric-Mental Health Nursing (RN-BC).

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience.

Physical Requirements:
This position requires heavy lifting, 45 pounds heavy carrying, 45 pounds straight pulling (2 hours); reaching above shoulder; use of fingers; both hands required; walking & standing 8 hours - intermittently; repeated bending; both legs required; ability for rapid mental& muscular coordination simultaneously; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; depth perception; ability to distinguish shades of colors; hearing (aide permitted). Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
