Summary

Serving as a medical care hub for the four surrounding Community Based Outpatient Clinics (CBOCs) & South-Central Behavioral Health Center. Reporting directly to the Associate Director & performing duties directly contributing to the overall coordination/activation of the replacement VA Clinic. The new clinic under construction is nearly 561,690 square feet yielding 290,000 net usable square feet. Services include primary care, physical medicine & rehabilitation, dental, imaging, audiology, etc.

Duties

Help

Duties include, but are not limited to:
Activation Coordination

  • Coordinating, activating and implementing of activities associated with the replacement clinic project and associated VA
    provided material and equipment
  • Serving as the Contracting Officers Representative (COR) for the Initial Outfitting, Transition, and Activation Services (IOT&A) contract
  • Developing and maintaining a room-by-room complete equipment and material listing with costs and procurement and installation timelines utilizing a variety of computer programs, including but not limited to, Attainia, Excel, Word and Project.
  • Coordinating the development of an equipment management plan accessing the using Service to determine the time frame for installation of all VA provided material and equipment
  • Coordinating with the Resident Engineer to install high technology equipment at the latest possible time to provide state of the art technology without disrupting the design
  • Coordinating turn in of equipment and furniture from the former El Paso VA Clinic
  • Maintaining contact with multiple manufacturers and vendors to provide demonstrations and equipment training to user groups when appropriate
  • Ensuring VA provided equipment and supplies are ordered on time
  • Ensuring user groups review and input on both VA provided and contractor furnished equipment and supplies
Data/Information Systems Management
  • Utilizing statistical, cost analysis and industrial engineering techniques as needed to review trends and making recommendations regarding policies, workflow changes, schedule updates and changes in the overall goals of the activation program
Organizational Oversight and Planning
  • Developing space allocation plans, budget determinations and staffing requirements.
  • Initiating the development of an Activation Plan that will form the basis of the business plan
  • Developing, with applicable departments, manpower needs and ensuring the timely submittal of appropriate documentation to ensure funding/ establishment of positions and recruitment actions are taken
  • Performing other duties as assigned
Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: integrating all major planning and construction activities coherently and coordinating changes with entire team; developing and maintaining a room-by-room complete equipment and material listing with costs and procurement and installation timelines utilizing a variety of computer programs, including but not limited to, Attainia, Excel, Word and Project; coordinating the set-up of temporary operations, storage and installation of new furniture and equipment as well as turn-in's of all old equipment and furniture from the existing clinic; responsible for assuring all furniture and equipment requests are processed on time and in budget and managing data and design elements and report forms utilizing a variety of electronic and computerized equipment and software. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: moderating lifting (15-44 pounds), light carrying (under 15 pounds), use of fingers, walking (4 hours), repeated bending (1 hour), hearing (aid may be permitted) and sitting (over 4 hours).

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
