Summary

The Interior Design program reports to the Facility Planner under the Office of Associate Director at the West Palm Beach VA Healthcare System. The incumbent is responsible for planning and implementing a comprehensive Interior Design Program and performing professional and architectural/interior design duties to promote employee productivity, health, and welfare of the public by coordinating and monitoring design and construction improvements to the healthcare system and off-site leases.

Help

  • Identifies, researches, and creatively solves problems to address the function and quality of the interior environment.
  • Provides expert advice to customers on the selection and design of essential items such as equipment and furnishings to ensure maximum durability for longevity, aesthetic value, life expectancy, functional space arrangement pertinence and flow planning.
  • Performs services relative to interior spaces, including programming, design analysis, space planning and aesthetics, in addition to using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials and furnishings.
  • Assists with design efforts, design presentation, development and/or construction contract documentation.
  • Participates in preliminary and final interior design plans for building structures including finishes, textures, colors and interior/exterior color boards.
  • Utilizes Computer Aided Design (CAD) and Drafting Software to maintain accurate records of all stages of project design.
  • Participates with the construction team architects and engineers for selection materials and participates in all activation projects related to work flow, space utilization, space assignments movements, detailed furnishings, equipment layouts, schedules, type, functional needs, quantities, cost estimates, procurement documents and placement plans.
  • Assures presentation of projects will be compliant with agency criteria and needs of the project including floor plans, interior elevations, section details, perspectives, finishes, and installation of equipment and furniture.
  • Evaluates interior design program to insure requirements and standards of the agency are followed.
  • Monitors progress of design and reports program defects that adversely affect schedule to management officials.
  • Schedules, monitors and reviews outside vendor services to ensure appropriate, quality workmanship in a timely fashion.
  • Manages the maintenance and overall operation of the directional graphics and signage system by managing complex signage and wayfinding systems, building and room numbering systems, exterior signage and monument design, temporary signage systems and Braille requirements.
  • Determines and ensures appropriate locations for signs, message lists and manages all phases of projects.
  • Develops and ensures digital finish boards are posted in designated locations for all phases of project.
  • Establishes and maintains extensive, up-to-date design resource library.
  • Discusses and develops project schedules to ensure the activation date will meet agency/project team and leadership expectations.
  • Resolves any technical issues inherent in the design of space and ensures adherence to the appropriate design criteria as well as any space allocation and special requirements or standards involved.
  • Reviews construction drawings to include lighting plans, reflected ceiling plans, finish, door and hardware schedules, telephone and electrical specifications and plans, furniture specifications and plans, architectural detailing, details and millwork and coordinates color and finishes for all spaces.
  • Develops block allocations of assigned space, which incorporate functional adjacencies and prepares plans showing detailed layouts of furniture and partitions for entire project.
  • Develops cost estimates to cover furnishings required for projects and verifies that costs submitted by contractors are fair and reasonable.
  • Initiates orders, reconciles credit card transactions and records purchase orders while being fiscally responsible for all fund control points.
  • Oversees production of design packages utilizing electronic advertising means accessible to construction contractors via Internet or CD-ROM technology.
  • Performs surveys of buildings to maintain current overall awareness of facilities and general environmental conditions.
  • Provides advice and information on a wide range of projects, including project status and/or reporting problems to supervisor or upper-level management as needed.
  • Conducts independent investigations and feasibility studies in response to large scale, complex space allocation requirements for both unoccupied space and reconfiguration of existing space. Holds conferences and interviews with clients, management and office personnel to define scope of work; Analyzes work functions and requirements.
  • Ensures Integrated Project Team reviews and provides input on furnishing, equipment and materials provided by contractor and VA.
  • Performs and provides guidance to staff on proper ergonomics posturer and make recommendations for all necessary equipment.
Work Schedule: Monday-Friday, 8AM- 4:30PM

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirements
Education
Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination.

OR

Experience
Specialized Experience: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as:
  • Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment.
  • Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings.
  • Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public.
  • Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context.
  • Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc.
AND
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as providing expert advice on the selection and design of equipment and furnishings; participating in interior design plans for building structures; utilizing Computer Aided Design (CAD) and Drafting Software to maintain accurate records of all stages of project design; monitoring outside vendor services; managing the maintenance and overall operation of the directional graphics and signage system by managing complex signage and wayfinding systems, building and room numbering systems, exterior signage and monument design, temporary signage systems and Braille requirements; establishing and maintaining extensive, up-to-date design resource library; developing project schedules to ensure the activation date will meet agency/project team and leadership expectations; monitoring construction to ensure all parties adhere to the design intent plans; developing cost estimates to cover furnishings required for projects; conducting independent investigations and feasibility studies in response to large scale, complex space allocation requirements; Coordinating the timeframe for installation of agency provided materials, equipment, and furnishing; performing and providing guidance to staff on proper ergonomics posturer and make recommendations for all necessary equipment OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education beyond a Master's degree.

Physical Requirements: Work can normally be done while seated, as at a drawing board or computer keyboard. Frequent walking is required during field surveys and installation of project work.
