Help

Major duties include, but are not limited to:

  • The Voluntary Service Assistant is responsible for routinely engaging the facility's Executive Leadership Team and administrative assistants in the Executive Office to facilitate meetings, correspondence, suspense or congressional responses, or any other administrative actions between the CDCE/Voluntary Service and leadership teams.
  • The incumbent serves as the Records Control, Suspense Control, and Report Control officer for CDCE/Voluntary Service.
  • The incumbent serves as the primary timekeeper for all Voluntary Service employees and is responsible for completing all required trainings to ensure the proper access is maintained to manage timecards. As the timekeeper, the incumbent communicates deadlines and updates to the service, avoids exceptions and makes corrections as soon as possible, and reports exceptions to the Voluntary Service team and the frequency direction of the Voluntary Service Officer.
  • The incumbent assists the Voluntary Service Officer in position management to project staffing needs, entering actions by Human Resources and employment decisions into HR Smart, USA Staffing, and any other relevant position management portals as determined by local, VISN, or national protocols.
  • Manages clerical functions associated with the CDCE/Voluntary Service program management which includes, but not limited to-database development and management, processing and acknowledgment of gifts and donations, ordering of supplies, purchase card management, maintenance of office records and files, distribution of in-house and electronic mail, timekeeping, and travel arrangements.
  • The Voluntary Service Assistant performs a full range of administrative duties in support of the program, including a variety of duties with assigned or self-initiated priorities.
  • Enters data into multiple databases including, but not limited to, CDCE/Voluntary Service timekeeping and donation package, PIV systems, and HR Smart. Completes meeting minutes as assigned.
  • The incumbent has oversight of the VA volunteer timekeeping and donation package.
  • The incumbent is responsible for receiving, processing, and tracking gifts and donations including accurate entry into the Voluntary Service System or subsequent electronic donation database programs.
  • The incumbent is a control point clerk and government purchase card holder ensuring all fiscal commitments and obligations are entered timely from appropriate fund control points, including GPFs, using accurate budget object codes and cost centers.
  • The incumbent coordinates requests and purchases of office operating supplies, generates reports from automated information systems, and completes other administrative tasks essential to the effective and efficient operation of the CDCE/Voluntary Service Office.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: working for a company, organization, or department specializing in volunteer and/or philanthropic activities; communicating with individuals and groups in community; performing technical program development for a specialized program; performing record keeping and recognition of a volunteer and/or philanthropic program; and applying a high level of expertise in identifying special skills and attitudes necessary for sensitive assignments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold). Driving or riding in a vehicle is also required on a routine basis to provide coverage, trainings, or other support at off-site clinics; attend outside community meetings; and support special events. Travel may also occur in support of outreach events and conferences. The incumbent must attend lengthy meetings both during and after regular scheduled work hours. Travel to other medical center facilities is often necessary.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
