This role will serve as the sole point of contact to welcome, inform, and train new employees while they complete the on-boarding process. Help

The duties required to fulfill this position include, but are not limited to:

  • Promotes personal and professional development within the VA programs (NEO and FAS) targeting intermediate level behaviors that are fundamental to preparing employees in healthcare and Veteran Services.
  • Participates in curriculum development and instructional design which includes developing training courses, programs, power points (may include presenting).
  • Develops goals and objectives for credit courses and programs.
  • Participates in career development which includes but not limited to resume writing, performance based interview skills, and career coaching.
  • Provides instruction to staff regarding Microsoft Applications and basic computer level skills.

Work Schedule: Monday-Friday 8:00am-4:30pm
Compressed Schedule: May be available after supervisory approval.
Telework: May be available a few days a week after supervisory approval.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


Individual Occupational Requirement: To meet this requirement you must have one (1) of the following:

  • Education - Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. (TRANSCRIPTS REQUIRED)
  • Experience - Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
    • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
    • Supervising or administering a training program.
    • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
    • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Coaching and Mentoring , Resume writing, Performance Based Interviewing skills
  • Provides training to all facility staff on computer skills and all Microsoft Applications
  • Develops and designs curriculum to present to employees
  • Coordinates and implements the teaching and delivery of computer based learning systems
  • Communicates with employees and management officials to solve problems efficiently

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Masters or equivalent degree, or two (2) full years of graduate education leading to such a degree, or LL.B. or J.D., if related.

Note: to use your education your transcripts are REQUIRED at the time of application. We will not ask you for them after the job closes. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first (1st) year of graduate education. Example: Applicant has 6 months of specialized experience and one year of graduate education. They are not qualified as they only meet 50% of the specialized experience requirement and do not have graduate education beyond the first year.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: This position takes place in an office setting, the work is primarily sedentary but some walking, standing, bending, carrying light items (less than 10 lbs.) and driving may be required.
