This Program Analyst (Quality Management), GS-0343-09, position functions as the administrative official with responsibilities reaching into all organizational elements of EMS service. They are responsible for developing, implementing, and maintaining a formal comprehensive Quality Assurance Program (QAP) encompassing all functions and programs for which EMS is responsible. The program must meet all regulatory requirements, including Joint Commission (JC), Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA) and quality standards developed by Veteran Affairs Central Office (VACO) Environmental Programs Management.

Duties for the position include but are not limited to:

  • Accepts and supports the guiding principles of the VA health care system.
  • Performs assigned duties in a manner promoting quality achievement, outstanding customer services and the maintenance of an environment committed to serving Veterans.
  • Actively supports the team concept and functions as team player.
  • Contributes to team initiatives through evaluations and monitoring continuously striving improving the effectiveness of the team effort goal in the VA health care system.
  • Works closely with the Chief and Assistant Chief, EMS ensuring close coordination of EMS functional activities with the overall medical center mission and function.
  • Prepares multidisciplinary evaluations establishing monitoring mechanisms for external review coordinating EMS's input and follow up.
  • Reviews patient satisfactory surveys and customer complaints on a recurring basis.
  • Responsible for other environmental quality assurance VACO ad-hoc reports.
  • Makes recommendations for changes involving sustainability rather than procedural matters.
  • Collaborates with the Training Officer, Chief, and Assistant Chief of EMS regarding modification recommendations in the use of wide range of tracking methods or tools ensuring Standard Operation Procedures (SOP) and policies are up-to-date and accurate.
  • Designs, develops, and conducts special studies using analytical and evaluative techniques for data collection and analysis including reports such as comparative costs relative to Medicine, Surgery, Psychology, Extended Care, and all other elements included in VACO Environmental Care Indicator (ECI) reports.
  • Data is tracked for required information needed to complete numerous VACO reports regarding waste management and GEMS.
  • Acts as the Contracting Officer's Representative (COR) for outside contracts for evaluation for compliance with specifications and services rendered.
  • Responsible for integrating quality assurance requirements with individual employee performance standards.
  • Coordinates performance evaluation inspections relative to performance standards with the service supervisors.
  • Develops and maintains computer tracking system to record performance inspections.
  • Data entries include competency questions and answers, formal and informal inspection, and/or reviews conducted by service supervisors and the collection of any other performance evaluation data pertinent to the position and type of work being conducted.
  • Meets with service supervisors on a regular basis advising them on the status of inspections and what requirements must be met.
  • Conducts periodic reviews and analysis documenting and presenting to the Chief and/or Assist Chief on a scheduled basis.
  • Serves as the Alternate ADP Coordinator for EMS.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrated work experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and healthcare programs; possess Healthcare Informatics knowledge in the use of clinical software packages; thorough in-depth knowledge of the clinical environment (including practices, procedures, policies, strengths and weaknesses in order to effectively use data to track and manage patient care); tracking and analyzing clinical programs for the purpose of improving processes and identify problem areas; and utilizing computers and applicable databases/software for statistical purposes and managing information systems. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is normally sedentary, but includes some walking, standing, bending, and carrying of light items such as books and papers. No special physical demands are required to perform the work.
