Summary

This position, located within the VA Palo Alto Health Care System (VAPAHCS), will coordinate with three integrated multidisciplinary project teams, project managers, and staff to facilitate and manage VAPAHCS planning and activation processes of it's capital portfolio (to include a broad spectrum of planning initiatives including major and minor construction projects, facility realignments, collaboration with other VA facilities, research initiatives, etc.).

Duties include but not limited to:

Facility Planning and Activations

  • Utilize knowledge related to information technology (IT)
  • Perform duties related to budget and procurement methods, project management, and problem analysis
  • Keep up to date on state-of-the-art IT hardware and software technologies and makes recommendations on the potential use of new products and practices within the department to reduce cost and increase level of satisfaction
  • Review construction documents for errors and omissions of IT related tasks;
  • Responsible for all IT activations to include planning and placement design, wiring and cabling, relocation and installation of computers, copiers, printers, phones, etc.
  • Interact with contracting officers, contractors, vendors, and customers to oversee implementation of new systems
Quantitative Analyses
  • Analyze a wide variety of Health Care System management issues
  • Complete needs assessments and cost effective analyses
  • Analyze system design tools, methods, and techniques to meet user needs
  • Participate in design requirements for IT systems for all construction related projects
Reports and Presentations
  • Use numerous software applications (i.e., Access, Excel, Power Point, MS Project, SharePoint, etc.)
  • Develop business plans, reports, studies and presentations
Project Oversight
  • Establish project goals and objectives and provides findings and recommendations to leadership
  • Evaluate new technologies and recommend improvements to project design
  • Track and manage a multitude of ongoing IT projects, extensive data files and implementation activation phasing schedules
  • Conduct site inspections to identify any corrections to installation and status of completion of phasing activation
  • Assist with the certification and accreditation of IT software and hardware systems during and prior to completion of activations
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications

To qualify for the Program Specialist (IT) position, you must meet the following:

SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience (equivalent to at least the GS-11 level in the Federal service) that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of a Program Specialist (IT) at the GS-12 level, and that is typically in or related to the work of this position. Specialized experience includes utilizing information technology and performing project management duties; performing budget formulation, procurement methods, and problem analysis; reviewing construction documents for errors/omissions; applying analytical and evaluative techniques to issues concerning efficiency and effectiveness of information technology use; identifying information technology hardware and software requirements to submit equipment requests; performing strategic and facility planning goals and objectives; and utilizing various software applications (i.e., Access, Excel, PowerPoint, SharePoint, Attainia, Revit, etc.).

This position also includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The Selective Placement Factor for this position is: Knowledge of project applications, move coordination, occupancy transition, and completion of IT relocation (design, wiring and cabling, relocation and installation of computers, printers, and phones) from one large complex to another.

Additional information

Physical Requirements: The employee will be conducting inspections and surveys of construction sites with a need for physical agility to access unfinished buildings and wear personnel protective equipment (PPE). The person in this position must have the ability to work within an environment of conflicting deadlines and shifting priorities.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
