Summary

This position is located in the Mail Room Section, Logistics Service. The incumbent is responsible for the performance of a variety of clerical and administrative duties concerned with incoming and outgoing mail processing, files maintenance, mail equipment operation, document reproduction, pick-up, delivery of interoffice mail and supplies, receipt of boxes and pick-up and delivery of mail from the Post Office.

Help

Major duties include but are not limited to: Processes incoming and outgoing mail, including the processing of express mail; assists in the management of the unit mail management system; ensures incoming public inquiries and staff mail is properly opened, logged, read, and sorted into established categories for distribution to appropriate units and staff; improves mail methods, procedures, and systems; receives and dispatches mail of varying volumes depending on the projects and priority; ensures envelopes and packages are metered with proper date and postage; processes all mail received and sent by the various services throughout the medical center, including registered, certified, insured mail, and next day delivery; reviews incoming miscellaneous materials including mail, publications, and directives to determine correct delivery point(s); screens outgoing materials for proper format to ensure they are assembled and addressed in accordance with appropriate regulations; gathers and records data for monthly reports concerning FedEx, UPS and other express mail providers; enters dollar amounts into metered mail equipment; operates specialized mailing equipment for sorting, metering, and pharmacy manifest processing; performs other related duties as assigned.

Work Schedule: Monday through Friday, 8:00 AM to 4:30 PM.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days after the closing date (08/22/2022) of this announcement.

There are no Time-In-Grade requirements for this position.

You may qualify based on your experience and/or education as described below:

  • General Experience: You must have at least one (1) year of general experience with progressively responsible clerical, office, or other work that that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Evidence of general experience must be supported on the resume by detailed documentation of duties performed in positions held; OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two (2) years of education above high school from an accredited business, secretarial or technical school, junior college, college or university in any field for which high school graduation or the equivalent is the normal prerequisite. NOTE: One (1) year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (COPIES OF TRANSCRIPTS REQUIRED); OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of general experience and education to meet the total requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily performed while standing and walking with occasional sitting, bending, or carrying of light objects such as letter trays, files, etc. The work requires carrying boxes of heavy weight (50 lbs. or more). Delivers heavy boxes and packages on a daily basis.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
