Summary

As Project Manager for the Sample Receiving Project (SRP) you are responsible for overall technical and programmatic direction of the final project of the Mars Sample Return campaign. The SRP is a joint effort with European Space Agency (ESA) including design, development, and operation of a BSL-4 equivalent containment facility for sample safety assessment, spacecraft and sample recovery operations after Earth entry, enabling and administering mission sample science.

Duties

Help
  • Responsible for overall technical and administrative direction of project assigned to NASA center including feasibility studies, facility and element design, construction, applied research, integration, testing, operations.
  • Determine project requirements by participating in committee and panel meetings with agency personnel. Formulate, plan, and implement element concepts to achieve project objectives.
  • Advise, administer, direct, or perform professional, scientific, or technical work concerned with engineering, architectural or science projects; facilities, processes, systems or instruments.
  • Participate or Lead, as appropriate, in project and design reviews incorporating technical and business discussions with NASA Headquarters, international partners, and contractors.
  • Translate program guidelines and function allocations into statements of work for implementing project activity.
  • Determine, or assist in determining, what elements of the project will be performed by contractors, write solicitations, and review and evaluate request for bids, proposals, and contract specifications.
  • Establish organization and function assignments, develop staffing plans, prepare cost estimates for budget purposes, and prepare schedules for the complete project including implementing a system to review and maintain a record of project status.
  • Resolve interface and integration problems relating to the project.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level in the federal sector:

  • Performing project management or systems engineering & integration process tailoring.
  • Formulating, planning, tracking, and evaluating work and its associated requirements and risks.
  • Developing and leading multi-discipline teams.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
