Duties

Help

Duties of the Program Analyst include but are not limited to:
  • Provides analytical and evaluative support of integrative organizational and program management, as well as advanced support to Engineering activities.
  • Optimizes the usability, acquisition and processing of health-related information, using resources and tools that include people and processes; information and knowledge; algorithms and data; hardware and software.
  • Conducts studies, statistical and financial analysis, investigations, tasking, and work methods to detect deficiencies and inefficiencies.
  • Responsible for the comprehensive compliance of Engineering Service with numerous regulatory and accrediting entities.
  • Responsible for ensuring that Facilities follows, and ready for the full range of inspecting/accreditation organizations including TJC, Commission on Accreditation of Rehabilitation Facilities (CARF), Occupational Safety and Health Administration (OSHA) and Internal VA evaluations and investigations.
  • Accountable in providing direction/guidance in the execution of compliance related work and in working with CORs (Contracting Officers Representatives) in the development of contracts within Engineering.
  • Works with assigned COR to ensure responsiveness for triennial life safety survey and corrective action contract(s).
  • Responsible for developing and instituting preventative maintenance requirements for equipment related to the compliance program.
  • Responsible for developing and implementing/updating local policies; defining administrative requirements; and/or providing advice to top management on related issues.
  • Manages all facilities related compliance activities in support of the Life Safety (LS) and EOC chapters of TJC manual to always ensure compliance.
  • Provides relevant administrative data to identify, quantify, and resolve organizational problems.
  • Assists the program directors and other management officials in resolving difficult and complex problems which may be confined to a single program or extended across several programs.
  • Responsible for ensuring the service line receives status reports and advises supervisor of any specific areas that need additional attention.
  • Establishes and maintains documentation files in support of all FMS related compliance programs.
  • Serves on a variety of hospital inspection teams to include Environment of Care Construction Rounds, and Mental Health Compliance teams to evaluate the status of all areas in the Medical Center.
  • Accompany any inspection teams on their rounds within the Medical Center or to Community Outpatient Clinics (CBOCs) to respond immediately to any issues and to ensure any shortcomings are properly addressed.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of a wide range of accrediting bodies (both internal and external); Skill in analyze data and make presentations and make any recommendations for improvement; developing and utilizing evaluation techniques to perform ongoing assessments; Extensive research regarding policies, how current work is being performed, and conduct the gap analysis; Establishes and manages communication plans that identify target audience, appropriate messages, activities, and resources needed for effective communication; and Adapts quickly to changes in policies, directives and procedures.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or
    LL.M., if related.

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required.
