Help

Serves as the senior VA HCS logistics expert.

Integrates and aligns acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care.

Standardizes business processes, establishes performance measures and analyzes the supply chain, developing actions as a result of analysis results.

Exercises supply chain management responsibility for the coordination and integration of new technology and/or implementation of new supply/equipment requirements.

Directs the supply chain, to include budget projections/execution for logistics programs and contracts.

Implements and monitors current logistics systems (such as GIP, AEMS/MERS, IFCAP, etc.) and the deployment of Enhanced Supply Support Programs, or their future replacement programs.

Serves as the liaison to the VISN, OAL&C and the VHA Procurement and Logistics Office (P&LO).

Oversees the Facility Recall Program.

Leads Integrated Product Teams (IPTs) for Facility and Network initiatives and recommends courses of action to the Network as a result of the \PT findings.

Develops training programs, develops curriculum, creates training opportunities, and develops tests designed to enhance the skills and abilities of subordinate staff.

Serves as the VA HCS Accountable Officer to ensure that all government property assigned to the VA HCS and supported catchment area is accounted for receipt of title to final utilization and disposal.

Oversees inventory management and accountability for all material and commodities, including non-capital and capital equipment.

Manages the hazardous alerts and recall program.

Leverages life cycle management practices to ensure efficient allocation of resources for assets through the entire lifecycle (which includes planning, requirement determination, procurement, maintenance/upgrade, management/utilization and disposal).

Approving official for the government purchase card (GPC) program, accounts for and provides oversight and guidance to GPC individuals.

Manages multi-million dollar budgets for staff training, expendable supplies, equipment (both capital and non-capital), assigned staff salaries, special projects, durable medical supplies and equipment, eyeglasses, and prosthetics supplies.

Logistics Section Chief when the Facility Emergency Operations Center (EOC) is activated and the Incident Commander requires the position to be filled.

Executes administration and personnel management responsibilities.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factor:

  • Must have experience with logistical requirements of a complex medical center.
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in managing a group with a variety of occupations and subordinate supervisors. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment..

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work is typically performed in an adequately lighted and climate controlled office.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
