Summary

The incumbent is to provide direct Pain care within the Pain Clinic, as well as serve as a supervisor of Pain Clinic APPs from both divisions (Seattle and American Lake). The Pain Clinic Supervisor is responsible for the care of the Pain Management patient at both Seattle and American Lake/Tacoma campuses, administrative needs of the Anesthesia/Pain Service Line and for coordinating activities within and between the various pain service activities, consulting & supporting services.

The Pain Clinic Supervisory NP will supervise multiple APPs at both Puget Sound sites. They will participate in new program development, to help create and implement new pain services. They will work together with the Pain Team and a designated Clinical Pharmacist to improve medication management and opioid safety, as well as non-pharmacological pain care, on a consultative basis. The incumbent oversees the implementation and coordination of patient-centered Pain initiatives to facilitate an environment that improves the delivery of care in a planned and systematic fashion, under the supervision of the Pain Section Chief/Director. The Pain Clinic Supervisory NP is responsible for providing care and assisting with the coordination of care for pain patients enrolled with Pain Service Chronic Pain and Functional Restoration Programs. The incumbent will provide consultation services locally and regionally for providers working with complex chronic pain care. The incumbent will provide education to patients and to providers regarding safe and sustainable chronic pain care and effective functional restoration of patients suffering with chronic pain.

Executes position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex Veteran care. The Nurse Practitioner is an EXPERT nurse, "with an enormous background of experience, who now has an intuitive grasp of each situation and zeros in on the accurate region of the problem without wasteful consideration of a large range of unfruitful, alternative diagnoses and solutions" (Benner). The Nurse Practitioner demonstrates performance and leadership that is broad enough to improve the care for a group of Veterans. The Nurse is responsible for the documented outcomes at the program or service level. Program or service level outcomes must be broad and complex and can be demonstrated at any organizational level within a facility, VISN, or VACO. Program is defined as a structured plan or system under which action is taken toward a goal.

The Nurse Practitioner demonstrates:

  • (a) Leading and organizing delivery of care to assure continuity of care and peer accountability for practice, including access to care and discharge planning;
  • (b) Using advanced clinical knowledge/judgment to promote staff involvement in planning, decision-making, and evaluating outcomes,
  • (c) Functioning as an expert in clinical practice and/or areas related to the assigned roles and responsibilities,
  • (d) Systematically evaluating current practice, and formulating outcomes for groups of Veterans and/or organizational processes within an area of expertise,
  • (e) Guiding, developing, and supporting staff from a leadership perspective, and
  • (f) Using professional standards of care, scientific evidence, and practice to evaluate programs and/or service activities.
The Advanced Practice Registered Nurse demonstrates knowledge and skills to:
  • (a) Assess, diagnose, treat, and evaluate, care that promotes wellness and prevents disease/injury and disability;
  • (b) Order and/or interpret laboratory and diagnostic studies and procedures;
  • (c) Perform treatments/procedures as indicated;
  • (d) Consult and collaborate with physicians and other health care professionals to manage complex health problems; and
  • (e) Direct care or manage systems of care for complex individuals/family/community populations.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
  • Preferred education is a Master's degree or Doctoral degree
  • Prefer at least 3 years of clinical experience as an NP after graduation from NP program
  • Prefer at least 3 years of clinical experience in a multidisciplinary Pain Clinic
  • Prefer prior experience working in a Veterans Affairs hospital
  • Prefer administrative/coordination/managerial/supervisory experience; ideally experience supervising staff, leading a project, prior work/educational history involving such skills, and/or other demonstrated administrative/managerial/supervisory success/experience
  • Prefer research experience; ideally has experience with conducting/assisting with clinical trials, literature review, data entry, compiling/completing study paperwork such as IRB submissions, and/or other clinical research experience
  • Must possess or be willing to obtain a license which allows independent opioid prescribing and X-waiver.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.

Physical Requirements: moderate lifting (15-44lbs); moderate carrying (15-44lbs); reaching above shoulder; use of fingers; both hands required; walking, standing; kneeling; repeated bending; both legs required; both eyes required; hearing (aid permitted); ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16" to jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other.
