Summary

Help

The major duties include but are not limited to:

  • Coordinates emergency management response to prevent, protect from, mitigate against, prepare for, respond to, and recover from emergencies and disasters.
  • Collaborates and serves with various program coordinators relating to such programs as Emergency Management (EM), Safety, Pharmacy Cache, Clinical Support, and Law Enforcement.
  • Collaborate with community partners to support the execution of national objectives.
  • Ability to participate in the development, coordination and review of directives, white papers, Medical Center Memorandum, service support agreements, standard operation procedures, policy matters and related documents issued by the VHA and the Healthcare System.
  • Interact with a professional and competent manner daily with individuals of executive level responsibilities and authority.
  • Establish workload priorities, makes assignments based upon the difficulty/complexity, the type of work and the employee capabilities. Reviews, accepts, or rejects work accomplished collaborating with internal and external stakeholders to ensure technically accurate and time sensitive responses to all projects, assignments, or correspondence.
  • Ability to communicate effective to multiple stakeholders and represent the executive team at the Local Emergency Planning Committee (LEPC) and federal, state, county, and local levels.
  • Ability to perform program analysis, evaluations and reviews ensuring plans are current meeting both internal and external requirements.
  • Serves as subject matter expert to the Medical Center Director and Executive Leadership Team during system disruption, natural disasters or medical surges impacting the Healthcare System or vulnerable Veteran populations.
  • Ability to serves as the local program manager for First Receiver Decontamination Team monitoring the Decontamination Unit Leader in organizing and coordinating all areas of responsibility.
  • Ability to identify when to activate and directly support the Hospital Incident Management Team.
  • Revises and reviews policies, procedures, mission objectives and/or organizational design for mission accomplishment of complex and evolving issues and functions;
  • Serves as advisor and representative on Emergency Management issues; and,
  • Performs all other duties as assigned.
Work Schedule: Monday through Friday from 8:00am - 4:30pm

Physical Requirements: The work is sedentary during non-emergency situations. However, participation in field exercises and operational support missions may require strenuous physical activity to include carrying persons and equipment, walking long distance, climbing, working long hours, long periods of standing, and bending and stooping. May include various housing and living conditions to include non-climate controlled, limited privacy sleeping facilities (for example, cots, tents, "hot-bunking", gymnasiums, or similar), limited shower and laundry facilities, and limited feeding options (such as shelf-stable meals, meals-ready-to-eat (MRE's), and field kitchens). Incumbent must have and maintain a valid motor vehicle operator's license. During emergency situations the incumbent may be required to remain available 24 hours per day, seven days per week for multiple weeks. Incumbent is subject to work under emergency notification and contact procedures. EMS will be provided and must carry a government provided mobile communication device.

Qualifications

To qualify for this position at the GS-12 grade level, you must meet the following:

Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Emergency Management Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience is previous experience in emergency management and experience working in an organization formulating, preparing, coordinating, and maintaining a variety of contingency plans, policies, directives and regulations developed for emergency/disaster situations (such as designing procedures for a disaster plan, bomb threat, weather emergencies, etc.); ensuring the readiness of an organization to meet emergency preparedness requirements (via presentations, trainings, drills/exercises or similar functions); interacting with community agencies and staff/healthcare providers to facilitate the movement of employees/patients during disaster situations; and responding quickly to emergency situations where the degree of hazard could be of a high nature.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
