Summary

This position reports directly to the Supervisory Group Practice Manager and serves as the Medical Center's Telehealth Coordinator. Work will be largely self- directed under the general guidance of the Chief of Staff service line. As the Facility Telehealth Coordinator (FTC) for Central Alabama Veterans Health Care System (CAVHCS), the incumbent will have authority and responsibility to collaborate in the development, coordination and management of the facility programs.

Central Alabama Veteran Health Care System (CAVHCS) is a consolidated health care system that includes VA Medical Centers in Montgomery and Tuskegee Alabama as well as Community Based Outpatient Clinics (CBOC) in Dothan Alabama, Monroeville Alabama, Ft. Rucker Alabama, Montgomery Alabama and Columbus Georgia. The Primary Duty Station for this position is the Montgomery Campus. The Supervisory Health System Specialist (THC) will be required to work on site at the other locations.

Duties include;

  • Ensure that Telehealth is used efficiently and appropriately in support of a broad range of clinical functions, including direct patient care, specialty consultation, conduct of clinics, and teaching
  • Provides leadership and oversight that authorizes and requires telehealth to deliver comprehensive, coordinate, patients-centered care to Veterans;
  • Establishes a standard process for the identification, implementation and sustainment of telehealth programs, which includes business, clinical and technical standardized processes
  • Establishes/follows guiding processes, principles and policies for the development and implementation of patient and family centric
  • Maintains a written statement of the Telehealth program's mission and scope of services which is developed with program staff
  • Ensures that Telehealth program staffs have educational backgrounds, experience, training and/or certification consistent with the program's mission, goals and objectives, and the Position Description
  • Perform other duties as assigned,
Work Schedule: 8:00am - 4:30 pm May work other 8-hour shifts as approved by supervisor.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/01/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirement
Individual Occupational Requirement: To meet the basic qualification of the 0671 Health System Administration Occupational Series, you must possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration -OR- you must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Minimum Qualifications: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: collaborates to develop, refine, implement and evaluate a comprehensive strategic plan for Telehealth programming in the facility; establishes a standard process for the identification, implementation and sustainment of telehealth programs, which includes business, clinical and technical standardized processes; monitors core quality and performance measures for all Telehealth programs; develops mechanisms to evaluate and monitor the quality, safety, efficiency, utilization, productivity, and effectiveness of Telehealth; and Develops and proposes an annual Telehealth program budget in collaboration with clinical services and coordination with facility leadership; Develops a specific data collection and analysis strategy for all aspects of TeleHealth program evaluation, including clinical, fiscal, and satisfaction criteria for both clinicians and patients.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is typically performed in an office setting. The work may involve some degree of physical effort in testing and operating equipment. The incumbent may be subjected to stressful situations, as video teleconferencing and telemedicine systems can require immediate responses to unpredictable problems. Work hours may vary at times to accommodate clinical staff on irregular shifts. Considerable travel between the various CAVHCS facilities will be expected.
