Summary

The Deputy Chief Nurse Executive position is located between the West Haven campus and Newington campus. This position is full time at 40 hours per week, and will work two days in West Haven and three days in Newington. This is a leadership position that is characterized by substantial and continuous responsibility for population groups or integrated programs that cross service and/or discipline lines, influence organizational mission and health care.

The Deputy Chief Nurse Executive (DCNE) is responsible to the ADPCS/CNE for establishing, maintaining and providing oversight for the delivery of nursing care and management of nursing personnel and clinical resources for Newington campus and six Community- Based Out Patient Clinics in addition to assigned areas. He/she serves as the senior leader in Newington Campus and functions as Clinical dyad with the Assistant Director. Additionally, DCNE oversees all Clinical operations in Specialty Clinics, Case Management/Telehealth, and Mental Health. The incumbent will have three direct reports, Chief Nurse of Mental Health, Chief Nurse of Case Management/Telehealth, and Chief Nurse of Specialty Clinics. The incumbent works as a member of the Patient Care Services Executive Council in a centralized nursing service model within a complex multi-site health care system. The Deputy Chief Nurse Executive functions at an advanced level in nursing administration and serves as a principle advisor to the ADPCS/CNE and executive management team on issues of nursing practice and operations. The DCNE advises the ADPCS/ CNE on matters concerning policies, procedures, and protocols, as well as interpretation of state board of nursing regulations. He/she collaborates with VACT HCS leadership to ensure the alignment of nursing programs, policies, and resources consistent with the facility's mission and goals. The DCNE provides leadership, guidance and direction for operations of the VACT HCS nursing management team for assigned areas. The DCNE will provide direct supervision of leadership team based on the current organizational chart. Additionally, the DCNE will provide oversight to ensure the integrity of Nurse Professional Standards Boards making certain that processes are consistent with VHA regulations. He/she provides oversight for budget management for assigned areas. The DCNE will function as the ADPCS/ CNE in his/her absence as assigned.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
  • Doctoral Degree preferred (PhD, DNP or related field);
  • Minimum of 5 years' experience both in Acute Care and Outpatient setting(Mental Health, Primary Care and Specialty Clinics);
  • Graduate of VHA Leadership VISN and National training preferred;
  • Strong Academic Affiliations desirable;
  • National Specialty Certification such as Nurse Executive-Advanced Certification (NEA-BC), Nurse Executive Certification(NE-BC) or specialty certification preferred.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.
Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: Registered Nurses should be physically and mentally capable to perform duties of the position. The position requires walking, standing or sitting for periods of up to 8 hours.

Additional information

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
