Summary

The incumbent serves as the supervisory Chief Experience Officer with Patient Advocate and Congressional liaison responsibilities of the Robley Rex VAMC. The position is a direct report to the Medical Center Director and to executive management as possible solutions to the concerns addressed by the Consumer Affairs Specialist/Patient Advocate/Chief Experience Officer often cross broad organizational lines.

Help

Major duties include, but are not limited to the following:

  • Tasked with translating the concepts of service excellence, patient experience, employee experience and patient relations into actionable behaviors, this individual will take a culture aimed at clinical excellence into the ever-evolving world of patient and family centered care.
  • Responsible for developing, implementing, coordinating and evaluating a comprehensive Experience Program within the medical center, primary care clinics and all other programs.
  • Ensures that quality health care services are provided promptly, courteously and with compassionate understanding of Veteran, family and employee needs.
  • Builds relationships with patients, including management of complaints and service recovery.
  • Monitors and determines patient and customer satisfaction through the Voice of the Patient, SHEP, Patient Advocate Tracking and other data tools.
  • Provides comprehensive communication interventions that provide advanced technological services to our Veterans, community and staff.
  • Develops statements of goals, policies, priorities and plans for the full range of the Veteran and Employee Experience activities for the organization.
  • Conducts studies, analyzes data and presents results through presentations and/or publications.
  • Develops service, educational and training programs throughout the organization relating to the patient experience and strategically develops, refines and improves performance metrics and measurement methods using standardized and customized tools to consistently measure results.
  • Meets with stakeholders and Veteran Service Organizations to ensure that information is being disseminated to RRVAMC community partners; Acts as liaison to represent the facility capabilities within the VISN, VHA ands VA nationally.
  • Develops and administers a budget dedicated to implementation and maintenance of the Experience Program throughout RRVAMC healthcare system.
  • Applies appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations and/or in measuring and evaluating program accomplishments.
  • Provides technical and administrative direction and supervision to Patient Representative Program personnel, ensuring that agency policies and priorities are being followed, developing performance standards, evaluating work performance of subordinates and managing Employee Relations issues.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/02/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: experience supporting the mission, organization, programs and requirements of healthcare delivery systems to plan, organize and implement a program; experience providing patient rights and responsibilities, veterans benefits, clinical appeals process, caregiver appeal process etc.; Demonstrated communication skills necessary to exchange meaningful information among individuals and groups.; experience analyzing problems using qualitative and quantitative analytical techniques.; administration and management skills, with thorough knowledge of agency administrative practices such as correspondence control practices, office processes, regulations and rules.; experience in translating management goals and objectives into well-coordinated and controlled work operations. Comprehensive knowledge and recognition of the different functions and motivation of various groups in the healthcare system and ability to communicate effectively to resolve problems and coordinate programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Prolonged periods of sitting, intermittent standing and walking are required of the position along with extended periods of computer usage. Ability to read written materials required. Ability to handle stressful situations and prolonged meetings.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
