Help

The Logistics Management Specialist is a supply chain management specialist for a VA Health Care System (VA HCS) and supported catchment areas, responsible for the development and integration of a cohesive supply chain. Duties include, but not limited to:

  • Serves as a senior logistics management specialist, integrating logistics and related support and services for the supply chain, expendable/non-expendable and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction
  • Supports the integration and alignment of acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care
  • Executes standardized business processes, recommends performance measures and analyzes the supply chain, developing recommendations as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the facility
  • Coordinates implementation of new supply/equipment requirements
  • Utilizes extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS, and technical guidance and assistance to all organizational logistics personnel pertaining to logistics
  • Performs broad and comprehensive formal studies of benefits, impacts, characteristics and problems associated with logistics policy
  • Analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system
  • Standardizes business processes, establishes performance measures and assists with the oversight and management of strategic planning, auditing, and quality assurance as well as program compliance and oversight of a variety of activities designed to enhance the mission of the affected VA HCS and supported catchment area. Conducts audits, compliance reviews and program effectiveness/ efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures
  • Assists the CSCO with all activities that will be involved in providing the needed logistics support, to include capital asset planning, strategic sourcing of commodities through vehicles such as the Medical/ Surgical Prime Vendor (MSPV) contract and other contract vehicles
  • Serves as a liaison to the VISN, OAL&C and the VHA Procurement and Logistics Office (P&LO); to include the Director of the appropriate Acquisition Service Area Office (SAO)
  • Serves as the Chairperson of one or more commodity disciplines, involving multiple product variations, under the VISN Commodities Standardization Committee, participates on the Network Equipment Committee (or similarly titled group), and supports the Facility Recall Program
  • Plans, organizes and assigns work to subordinates engaged in logistics and property management across organizational lines. Revises assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities. Prepares requests for filling vacancies to meet workload requirements
  • Assists the CSCO in the establishment of performance standards and provides feedback to the CSCO on subordinates' performance
Work Schedule: Monday thru Friday 7:30am to 4:00pm
Compressed/Flexible: May be authorized at supervisors discretion

Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/25/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. (This is separate from your experience and is mandated by statutory and regulatory requirements.) For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ensure efficient allocation of resources for assets through the entire lifecycle; Determines, formulates, and recommends operating policies relative to the management of material; Plans and coordinates with fiscal, acquisition, clinical and administrative operations in the managing and integrating of supply chain operations; and Oversees the planning and coordination of periodic inspections, inventories and change of hand receipt accounts.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as OR and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers.
