Position Description Title / PD#: Tractor Operator / PD00318-A
Work Schedule: Monday - Friday; 7:00am to 3:30pm

As a Tractor Operator, you will operate grounds keeping tractors with towed/attached equipment such as rotary lawn mowers, dozer blade, sweepers, fertilizer broadcasters, and aerators. Other duties include, but are not limited to:

  • Operates a 2¼ cubic yard front end loader, ¼ cubic yard skid loader and backhoe to dig, move and load dirt, sand, rocks, grounds maintenance refuse and other materials.
  • Operates a 5-ton dump truck with a gross vehicle weight between 19,000 and 22,000 lbs and a 14-ft (22,000 lb. GVW) straight box truck to transport material and supplies to and from job sites.
  • Operates a light motor vehicle with a gross vehicle weight under 10,000 lbs, such as a pickup truck, to transport grounds maintenance equipment.
  • Loads and unloads vehicles and secures equipment and debris.
  • Operates push and riding lawn mowers with single rotary mower to mow grass in designated areas.
  • Operates simple and light power tools to mow grass and weeds, trim hedges, prune shrubs and small trees, blow leaves and debris, etc.
  • Cleans storm sewers, blocked or overflowing sanitary sewers, ditches, and culverts.
  • Performs grading, sloping, planting, landscaping and other preparation for plants, trees and sod.
  • Operates motor vehicles and tractors with snow blower attachments, skid steers with snow blower attachments, tool cats with snow blowers or rotary brooms, snowplows with salt spreaders for snow removal.
  • Drives passenger cars and vans on official government business and transports authorized passengers and patients over public roads between the medical center and other medical centers or outpatient clinics.
  • Inspects vehicles for indication of fuel, oil or gear oil leaks. Makes minor emergency repairs such as changing tires. Also, cleans interior and exterior of vehicles.
  • Completes written trip tickets giving mileage and the amount of time, gasoline and oil consumed, number and destination of passengers, time spent in waiting, and errands accomplished.
  • Moves heavy pieces of office equipment, supplies, and materials such as file cabinets, desks, shelving, tables, building materials, excess equipment, books, files, boxes and other materials.
  • Provides regular operational maintenance on equipment and makes emergency repairs at times when the maintenance mechanic is not available.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement (05/27/2022).

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work requires considerable sitting, standing, walking, bending, stooping and other awkward and uncomfortable positions. Good foot, hand and eye coordination is required to operate front-end loader, dump truck and tractors. Frequently lifts and carries items weighing up to 50 pounds; occasionally lifts and carries heavier items. Frequently pushes heavy equipment and other material.

Working Conditions: Duties are performed outdoors exposed to temperature extremes and all types of weather conditions. Is exposed to dust, dirt and mud; exposed to cuts, bruises, back strains and occasional serious injury from flying debris and use of hand and power tools. Drives in all types of traffic and weather and is exposed to the possibility of serious injury from accidents. During snow removal operations, incumbent is subject to extremely cold temperatures, high winds and slippery walking and working surfaces.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
