Summary

The Veterans Health Administration has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the VISN. This improvement to HR service delivery will best support the needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance of staff as well as the consistent execution of HR-related functions.

Help

This position serves as the Supervisory HR Specialist of the Human Resources Information Systems (HRIS) Division of the Network's Human Resources Management Office. In collaboration with the VISN Human Resources Officer (HRO) and the VISN Deputy HRO, the position is responsible for the planning, developing, and implementing of the goals and objectives of the HRIS division. Duties of the position include but are not limited to:

Program Management, Oversight, and Evaluation 50%

  • Manages the daily operations of the Human Resources Information Systems Unit with the responsibility for integrating and coordinating all areas of the human resources management information systems; and making recommendations and providing advice to executive leadership and management at the facility levels for improvements and changes. The incumbent assumes responsibility for the internal control and operation of service activities for the planning, directing and managing of the total human resources management utilities of the VISN HRIS. The incumbent ensures national program updates, changes, announcements, etc. are implemented locally, including all necessary trainings occur for proper utilization of the systems and their updates.
  • Works with HR leadership to develop and implement projects which establish a Human Resources Shared Service Center ideology within the VISN. Assists in the implementation of OPM, VA, VHA, and VISN HR projects and mandates within the scope of HRIS operations.
  • Serves as a team member in planning, organizing, and directing team efforts in conducting major evaluations of VISN human resources program operations and other comparable studies. Researches, identifies, and develops criteria and procedures to conduct program evaluations and to measure program accomplishment.
  • Represents the VISN in meetings, briefings, presentations, working groups, task forces, and conferences related to the VISN's workforce reshaping efforts. Participates in committees and working groups for resolving WMC and VACO's initiatives.
  • Conducts data integrity audits based on the VISN's HR accountability programs. Serves as an active participant in the HR strategic management mission, especially in areas which involve interacting and interfacing with WMC and VACO.

  • The incumbent serves as a key advisor to senior leadership, supervisors, specialists and employees on all appropriate actions offering wide range of alternatives relating to Human Resources Information Systems.
  • The incumbent advises with management on HRIS matters in the furtherance of sound position management and cost-effective utilization of positions. The incumbent interprets and advises on statutory, regulatory and policy requirements.

  • Identifies training needs and directs or provides for training; prepares and issues internal instructions and procedures for accomplishing the work of the organization; makes organizational work changes to improve work flow and services rendered; reports on work accomplishments, costs, and problems encountered in achieving assigned goals and objectives; informs employees of management policies, goals and objectives; and implements management programs and processes related to the Human Resources Management function.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.

  • Note: An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Grade Requirements:

GS-13:


Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Extensive level of knowledge and skill in applying a wide range of HR concepts, principles, laws, regulations, and practices under both Title 5, Title 38, and Hybrid Title 38 to manage and evaluate the HRM program and advice top management of HRM activities and regulations for coding.
  • Knowledge of HR rules procedures, and operations of all HR automated systems, such as HR SMART, DFAS, DICPs, e-OPF sufficient to process a full range of recurring assignments related to a variety of HRIS HR coding actions, including but not limited to, various appointments and pay schedules such as permanent, temporary, conditional, restricted, separations; compensation and pay changes; disciplinary actions; error adjustments; and other routine personnel actions for Title 5, Title 38, and Hybrid Title 38.
  • Knowledge of and skill in applying a wide range of concepts and practices in order to ensure accuracy in pay and records management.
  • Knowledge of an extensive body of human resources rules, procedures, and operations to perform a wide variety of correlated or atypical HR support work and to plan, coordinate, develop facts and/or resolve a varying range of support problems in HRIS. Skill in applying widespread HR practical methods concerning all personnel actions in order to provide direction and assistance to HR personnel problems and issues to clarify, correct, or resolve coding complaint issues; and supervise or conduct research that involves identifying, and explaining difficult and detailed coding as it relates to employee problems.
  • Demonstrated skill in providing expert management consultative service as the recognized senior expert in all HRIS matters for the VISN; particularly HRM programs at the facilities and associated clinics to sustain regulatory requirements and maintain a proactive approach toward the accomplishment of management's goals and objectives through efficient management of its resources.
  • Demonstrated skill in collaborating with, and leading management in employing change to management concepts and techniques; in order to achieve the strategic goals for ever- changing organizational needs. Conducts data integrity audits and assessments, market organizational reviews, and participates in planning, workforce development, and budgetary constraints. Participates in the development of the strategic plan annually.
  • Ability to manage as a Consolidated VISN Level Unit, including the supervision of a staff, subordinate Leaders, Specialists and Assistants in all specialty areas of HR; and provide long-range planning with other agencies, organizations and universities; and resolve complex personnel issues.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
