Program Analyst / PD #77408-A

The Program Analyst acts as the trusted advisor and technical leader in the analytic approaches, allocation of resources, methodology development, technical documentation, and oversight of the maintenance of all aspects of the data management and analytics infrastructure for OCC's enterprise-level WMS Program portfolio. The incumbent is a national authority on all aspects of OCC's enterprise-level infrastructure and, as such, must be able to define and effectively communicate a clear vision, the associated goals, and a plan to implement and measure progress. The incumbent is expected to conceive, plan, and integrate data management and analysis services/products across the entire WMS Portfolio and take a leadership role in supporting all levels of staff in their ongoing implementation of data management policies and procedures with a focus on quality, accuracy, and timeliness.

The Program Analyst provides leadership for developing, implementing, evaluating, and ongoing management of OCC's enterprise-level WMS infrastructure and its associated national policies, guidance documents, trainings, and other resources and tools. In order to do so, the incumbent must have detailed and exceptionally current knowledge, skills, and expertise (i.e. SME-level knowledge, skills, and expertise) pertaining to advanced data analytics, data management, and modeling to define, develop, and/or request contract or research support as required to develop critical core enterprise-level databases using emerging software and technology.

As a lead technical advisor and senior subject matter expert, the incumbent leads teams containing members such as, but not limited to, physicians, nurses, social workers, other clinical staff, technical experts inside and outside VA, contractors, representatives from Office of Information & Technology (OIT), National Program Directors and subordinates, Medical Center Executives, etc. The incumbent builds relationships with senior-level leadership and staff at all levels of the organization to understand multifaceted clinical and business needs, develops business databases and solutions to measure and evaluate national OCC programs, and identifies complex issues. The incumbent develops business intelligence deliverables including reports, dashboards, applications, and solutions; tests these deliverables for accuracy and function; and successfully implements deliverables for use nationally. The incumbent develops and oversees the development of technical guidance, processes, and standards related to OCC WMS for use within the VA where, in many cases, no established tools exist. The incumbent frequently employs new operational methodology to accomplish OCC WMS objectives more efficiently. The incumbent proactively works to develop solutions that take into consideration the workload demands on front-line staff.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience (GS-14): You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience having knowledge of fundamental project management (e.g., Agile Design) processes, methodologies, tools, and techniques as they apply to data management, product architecture, and analysis projects and develops the overall project plan that traverses all levels of program operations and intersects with the strategic goals. Experience developing strategies for addressing serious deviations from anticipated criteria by managing proposed changes to project parameters throughout the project lifecycle. Experience using health-related technologies approved for business development within VA, which may include VistA, RAD environments such as Visual Studio, web integration services, MUMPS, containerization technology, cloud hosting, and others, to rapidly develop business applications for deployment to support VHA clinical processes. Experience working advanced data analytics, data management, and modeling to define, develop, and/or request contract or research support as required to develop critical core enterprise-level databases using emerging software and technology. Experience evaluating products prior to release to determine compliance with related VA national policies and Federal regulations in the in the areas of privacy, security, and accessibility.
You will be rated on the following Competencies for this position:

Competency 2: Objectively analyzes and evaluates an issue in order to form an opinion/judgment/conclusion; Uses logic and reasoning to research, interpret and apply information such as regulatory and/or procedural guidance; Identifies the strengths and weaknesses of alternative solutions, conclusions or approaches to problems; Integrates information into development of a resolution.

Competency 3: Understands and appropriately applies procedures, requirements, regulations, and policies related to specialized expertise to negotiate effectively with others at all levels of VA.

Competency 4: Knowledge of the principles and methods of web technologies, tools, and delivery systems, including web security, privacy policy practices, and user interface issues.

Competency 5: Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is relatively sedentary. Travel is required for national and local meetings, consultations, installations, training, maintenance and evaluation of systems hardware and software. Incumbent may be required to work off-hours and weekends to ensure continuity of software applications. Concentration level is demanding.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service.
